Our client operates refineries across the US, offering gasoline, diesel fuel, jet fuel, specialty lubricant products, and specialty and modified asphalt.


They are seeking a TA Senior Planner/Mechanical Planner in Anacortes, WA for a long-term contract.


Per diem is available.


BASIC FUNCTION:

Responsible for the execution and coordination of mechanical planning activities for all Turnaround events, including development of safe and cost-effective job plans and schedules (tasks, sequences, resources, materials, and services). Key deliverables include quality job plans, estimates, and field execution packages. Includes the coaching of other planning personnel.


ESSENTIAL JOB DUTIES/RESPONSIBILITIES:

  • Responsible for the execution and coordination of mechanical planning activities for assigned Turnaround events, including clarification of scope, development of job steps (duration, sequence, etc.), and identification of materials. Includes both base scope and scope change requests.
  • Interfaces and coordinates between multiple disciplines and departments to ensure that job plans are thoroughly complete and accurate.
  • Identifies resources and cost estimates to specific job tasks.
  • Confirms field verification and dimensional checks on in-kind equipment replacements to verify conformance to specifications
  • Obtains estimates and schedule confirmations from external service vendors.
  • Ensures that ordered material is per design, received in the timeframe required, confirms proper material receipt by updating SAP.
  • Contribute to event estimate development at various stages of the Turnaround process, from scope optimization through final detailed estimate.
  • Coach less experienced contract planning personnel as needed to ensure quality deliverables.


Other duties may include some or all of the following:

  • Identify, procure, and supervise contract services as required and monitor and enforce contractor compliance to all refinery safety and environmental regulations
  • Create bid packages, award bids, and execute jobs from start to finish
  • Perform Coordination duties as needed, overseeing quality of work, safety, and overall delivery of the work
  • Support Production personnel as needed to develop equipment isolation plans
  • Order materials and other special items as required including all procedures, drawings, special tool requirements, and available warehouse stock items
  • Create sketches, drawings, and bills of material for miscellaneous work and verify drawings and approval sign offs for in-kind equipment replacement
  • Ensure all expenditures are maintained to the approved budget limits and invoices are processed with correct charge codes


Experience:

A minimum of 15 years industrial maintenance/turnaround/construction experience, with minimum of 5 years of Turnaround planning experience.


EDUCATIONAL LEVEL:

High School Diploma or equivalent.


REQUIRED SKILLS:

Highly skilled in the planning and estimating of refinery Maintenance/Turnaround work scope. Proven ability to deliver quality work, coach others, and continuously improve the process.


Ability to build efficiency and safety into high quality job plans; skilled in MS Office and related applications, including but not limited to, Excel, PowerPoint, Word, Visio/AutoCAD; focus on continuous improvement in all areas of work; proven organizational skills. Ability to communicate effectively with others at all levels of the organization, both written and verbal.


Knowledge of refinery operations and craft knowledge. Knowledge of refinery instrumentation, electrical and rotating equipment. Knowledge of safe work practices related to the specified fields. Intermediate leadership, interpersonal, organization oral, basic reading and writing skills with the ability to perform basic mathematical calculations. Ability to lead and train a small group of employees. Multi-tasking and team orientation skills. Self-starter and safety sensitive. Troubleshooting skills and ability to function effectively in a team atmosphere. Ability to effectively communicate with others, both written and verbal communication.


Hourly wage: $60-$80 (depending on experience).
