GENERAL DESCRIPTION

The Director of Construction will oversee all aspects of Pioneer Broadband’s fiber optic network buildout, including aerial and underground construction in rural Maine. This role involves managing both office and field operations, ensuring that projects are completed on time, within budget, and in compliance with safety and industry standards. The Director will work closely with internal teams and external contractors, provide leadership, and coordinate the efforts of various stakeholders to deliver successful fiber build projects ranging from small private builds to large grant-funded initiatives.


Outside Plant Management:

·      Oversee and manage Outside Plant (OSP) fiber optic network construction, including both buried and aerial infrastructure.

·      Ensure the timely and accurate installation and maintenance of all fiber networks.

·      Make and implement recommendations to improve construction processes and efficiencies.

·      Develop and manage the annual construction budget, ensuring cost-effective project execution.

Departmental Oversight and Integration:

·      Oversee work scheduling, resource allocation, and deployment of both internal teams and subcontractors.

·      Lead the hiring, supervision, and termination of employees in the construction department as necessary.

·      Track and report on weekly expenditures, project milestones, pending work, and any accidents or damages.

·      Communicate effectively with city officials, permitting agencies, and stakeholders to resolve issues and report on progress.

·      Manage the construction fleet and equipment, ensuring proper maintenance and utilization.

·      Develop and implement safety standards in collaboration with the Maintenance and Safety Compliance Officer, ensuring compliance with local, state, and federal regulations.

·      Monitor employee work hours, including overtime, vacation time, and travel schedules, ensuring proper coverage and performance.

Project Management & Technical Expertise:

·      Review and approve construction drawings, making redline adjustments as necessary, and ensuring accurate project documentation.

·      Release projects to crews and subcontractors, set timeline expectations, and monitor progress through completion.

·      Review and approve change requests, coordinating with engineering teams to ensure project accuracy.

·      Conduct regular construction meetings with crews, contractors, and inspectors to ensure adherence to project timelines and standards.

·      Utilize industry-standard software such as Vetro, AutoCAD, ArcGIS, and Google Earth for reviewing design plans and maps.

·      Ensure compliance with telecommunication industry standards, as well as Maine DOT utility construction standards.

Communication & Coordination:

·      Maintain consistent and clear communication with construction crews, engineering teams, and all relevant stakeholders.

·      Serve as a primary liaison between the construction team and external parties, including municipalities, utility companies, and customers.

·      Document and report on project progress, changes, and issues, exercising independent judgment and initiative in decision-making.

General Responsibilities:

·      Work independently 90% of the time, adhering to company policies and practices outlined in the employee manual.

·      Maintain a positive and professional attitude toward co-workers, customers, and industry contacts.

·      Represent Pioneer Broadband professionally in meetings, ensuring the company’s values and standards are upheld.

·      Ensure that all employee time records, including travel and overtime, are accurately tracked and reported.

·      Foster a team-oriented environment, encouraging collaboration across departments and with external partners.


WORK EXPERIENCE REQUIREMENTS

·      Proficiency with project management software (MS Project, Primavera,Monday.com, etc.) and design tools such as AutoCAD, Vetro, ArcGIS, and Google Earth.

·      Ability to operate construction equipment safely, including backhoes, bucket trucks, trenchers, and boring machines.

·      Strong understanding of Right of Way (ROW) utility layout and pole loading.

·      Experience with fiber optic splicing and terminations and managing fiber design and installation projects.

·      Strong leadership and team-building skills, with the ability to motivate and manage high-performance teams.

·      Excellent problem-solving and decision-making abilities, with a proactive approach to resolving challenges in the field.

·      Strong communication skills, with the ability to collaborate effectively with both internal and external stakeholders.

·      Ability to work effectively under pressure in a fast-paced, dynamic environment.

·      Regularly required to talk, hear, and communicate with others.

Working Conditions:

·      Frequently required to walk, stand, sit, use hands to operate tools, and reach with hands and arms.

·      Occasionally required to climb, balance, stoop, kneel, crouch, or crawl.

·      Ability to occasionally lift and carry up to 60 pounds.

·      Specific vision abilities required include close vision, distance vision, and peripheral vision.

·      The noise level in the work environment is usually moderate.

EDUCATION REQUIREMENTS

·      Bachelor’s degree in Construction Management, Telecommunications, Engineering, or a related field (Master’s degree preferred) or equivalent experience in the telecommunications industry.

·      A minimum of 5 years of experience in fiber optic network construction, with 3+ years in a management role.

·      Proven experience in managing both aerial and underground fiber construction projects.

·      Extensive knowledge of telecommunication industry standards, construction methods, and safety practices.

·      Strong familiarity with Maine DOT utility construction standards is a plus.
