Our client is seeking a Fabrication Inspector to work within their facilities located in Philadelphia, PA, for a 6-month assignment (with the possibility of extension depending on performance).

Scope of Work:

Assign a Third-Party Inspector to serve as the Client's representative at a Regenerative Thermal Oxidizer (RTO) equipment manufacturing facility in Los Angeles, CA or Philadelphia, PA.

The inspector will monitor and verify the vendor's source quality control throughout the fabrication phase to confirm full compliance with project specifications, relevant codes, and approved design drawings

Project Duration:

The duration of the inspection services is estimated to be 27 weeks. The inspector will be involved throughout the fabrication phase, from initial review through to final approval and pre-shipment to the job site.

The inspector shall be available to visit the fabrication site as required, with regular updates to be provided according to the project's timeline. Specific milestones and key inspection points to be coordinated with the fabrication schedule, with flexibility to adjust for unforeseen delays.

Reporting & Communication:

The inspector is expected to produce:

  • Progress Reporting: Provide regular updates to the client and project team on inspection findings and any risks.
  • Clear Documentation: Ensure all inspection reports and certifications are documented and accessible.
  • Issue Escalation: Escalate critical deviations or unresolved non-conformances to management promptly.
  • Risk Identification: Proactively identify risks (e.g., delays, substandard work) and recommend mitigations.

Responsibilities:

1. Technical Compliance and Review

  • Specifications and Codes: Ensure vendor compliance with project specifications, applicable codes (ASME, API, ISO), and regulatory requirements.
  • Documentation Verification: Review welding, NDE, heat treatment procedures, material certifications, and ITPs for alignment with contract and regulatory standards.
  • Design Compliance: Confirm fabrication follows approved design drawings, including tolerances, material grades, and critical dimensions.

2. Fabrication Oversight

  • Hold Point Management: Approve key hold points (e.g., pre-weld, post-weld, pre-hydrotest) before proceeding.
  • Critical Test Witnessing: Observe and sign off on mandatory tests (e.g., hydrostatic, NDE, functional checks) as per ITP.
  • Non-Conformance Management: Document NCRs, analyze root causes, and ensure corrective actions are implemented.

3. Quality Control Verification

  • Welding and NDE Compliance: Verify welding procedures (WPS/PQR) and NDE reports (RT, UT, PT, MT) meet project requirements.
  • Material Traceability: Ensure traceability from mill certificates to final components, including heat numbers and markings.
  • Dimensional Checks: Verify critical dimensions and tolerances using calibrated tools.

4. Vendor Quality System Audit

  • QMS Compliance: Audit the vendor's quality management system (e.g., ISO 9001, AS9100) for compliance.
  • Personnel Qualifications: Ensure vendor personnel (welders, inspectors, engineers) are certified and qualified.

5. Final Approval and Handover

  • Pre-Shipment Review: Confirm equipment is preserved, packaged, and marked for transport.
  • As-Built Documentation: Ensure all final documentation (datasheets, manuals, certifications) is complete for handover.
