SUMMARY


The Compliance Manager oversees and manages the organization’s compliance with the reporting and disclosure requirements of the Internal Revenue Code, ERISA, HIPAA, Affordable Care Act, COBRA, labor and employment laws and any other laws and regulations that apply to the Funds. The Compliance Manager will set standards to design a comprehensive reporting and disclosure compliance program, updating internal procedures to mitigate the risk of non-compliance. The Compliance Manager also is responsible for having thorough knowledge and awareness of the organization’s contractual obligations and will maintain the organization’s vendor and business associate database. This includes assisting the organization’s management with tracking the termination and renewal provisions of vendor contracts.


PRIMARY DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


Developing the annual compliance work plan that reflects the organization's unique characteristics, to include reporting and disclosure requirements under ERISA, the Internal Revenue Code, HIPAA, the Affordable Care Act, and other relevant laws and regulations.

Managing and monitoring the implementation of the compliance program, ensuring reporting and disclosure requirements are timely met by implementing and applying internal deadlines. Ensuring relevant documents are properly stored and accessible in one or more databases.

Providing strategic direction to applicable management teams on compliance with reporting and disclosure requirements.

Preparing and presenting clear and concise compliance reports to the Executive Director.

Under the direction of leadership, assisting with efforts related to audits, reviews, and examinations by external regulatory agencies.

Maintaining the pension and health plans’ governing documents, including plan and trust documents, summary plan descriptions, summary of material modifications and summary of benefits coverage.

Creating and maintaining a database of the organization’s vendor and business associate contracts and monitoring termination and renewal dates.

None.


INDUSTRY KNOWLEDGE


Knowledge of the administration of employee pension and health benefit plans, including general knowledge of ERISA, the Internal Revenue Code, HIPAA and the Affordable Care Act and their reporting and disclosure requirements.


Requires the ability to develop a broad understanding of the Funds’ policies and procedures, benefits, and vendor communities.

EDUCATION and/or EXPERIENCE


Bachelor’s degree from four - year college or university, plus two to four years related experience; or Associate’s degree or equivalent plus five to ten years related experience. Project Management Professional certification is preferred.


LANGUAGE SKILLS


Requires excellent written and verbal communication, negotiation, and relationship – building skills, as well as strong organizational and multi-tasking skills. Ability to manage time effectively, set priorities effectively and meet deadlines. Ability to take initiative and be self-motivated while exercising proactivity in problem solving and appropriate decision-making. Strong analytical and consultative skills are necessary, as is the ability to work independently with minimal supervision.


REASONING ABILITY


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of data in various formats.

OTHER SKILLS AND ABILITIES


Requires superior interpersonal skills, the ability to work in a team environment, and the ability to maintain focus when faced with competing priorities and agendas. This is a high visibility position that requires interaction with all levels of internal persons. Requires computer skills at an intermediate level such as generating word processing letters/reports and basic spreadsheet usage. Must be familiar with Microsoft Office as well as other database tools or programs.

Central Office based position. Required to be in the Central Office several days each month.
