SUPERVISING ATTORNEY

Purpose of Job:


A Supervising Attorney, working with the Legal Services Manager, will assume responsibility for office leadership, supervision of legal staff and day to day advocacy work and related operations in assigned office(s). He/she assists the Legal Manager and Legal Director in ensuring the provision of uniform, high quality advocacy for LAWV clients in all forums, including the courts, administrative agencies and community outreach initiatives. As a member of the LAWV program management, the Supervising Attorney assists the Executive Director in fulfilling his/her financial and administrative responsibilities to the Board of Directors and various funders.

Scope of Responsibility:

Work performed in the office setting, in the courts, in administrative law proceedings and in the community. (Some supervising attorneys may be assigned an additional office.)

Essential Job Functions:

A Supervising Attorney shall satisfy all of the duties of a Staff Attorney and shall, in addition, perform the following duties:

Essential Job Functions - Supervision of Legal Work:

1. Conduct case reviews and annual reviews in coordination with Legal Manager.

2. Assist in hiring, orienting, disciplining, training and terminating field staff in coordination with Legal Manager.

3. Work with Legal Services Manager, PAI Attorney Manager and other program directors on ensuring high quality and accessible service delivery, compliance with grants from multiple funding sources and attainment of service goals.

4. Hold and attend monthly local staff meetings.

Essential Job Functions - Supervision of Legal Staff:

1. Approve annual leave requests, time sheets and expense reports.

2. Oversee day-to-day operation of local office to ensure client service at the highest quality and quantity.

3. Work with local office staff to collaborate with human and social service organizations supporting our clients to expand and strengthen local service delivery in their region.

4. Coordinate assessing the needs of low-income clients in the region and setting office priorities with the LAWV program management and the Board of Directors to ensure balancing of local and statewide resources and client needs.

5. Participate in program leadership through planning and coordination work with Legal Manager and with others in the management team.

Essential Job Functions - Casework:

1. Provide direct legal services in coordination with other LAWV management and advocacy staff.

Job Requirements:

1. Must have a law degree from an accredited law school, be a member in good standing of the West Virginia State Bar and have a minimum of 3 years of experience as a practicing attorney.

2. Must have a demonstrated ability to manage personnel and service delivery in a civil legal assistance program, with the ideal candidate having a minimum of 2 years’ managerial experience.

3. Should possess a broad knowledge of the legal and social issues which impact our clients and the remedies to address them.

4. Should have a good understanding of the various delivery systems and resources available to address client needs.

5. Should have well-developed administrative skills, a high energy level and be comfortable performing multifaceted projects in conjunction with day-to-day activities.

6. Should have the ability to get along with diverse personalities and be tactful, mature and flexible.

7. Should have good problem-solving/negotiation skills, sound judgement and be well-organized with good communication skills.

Should possess a participatory management style and be comfortable with a team management approach.

Physical Requirements:

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to finger, or handle, objects, tools, controls or equipment; reach with hands and arms; talk or hear, drive.

The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.

Other Duties:

1. 2. The Supervising Attorney will work with their supervisor to develop goals within program priorities and funding; and work with their supervisor to identify individual training needs.

3. The Supervising Attorney will account for 100% of their time using LAWV time sheets on a bi-weekly basis, with time spent involving private attorneys segregated and identified.

Resignation Requirement:

Supervising Attorneys are expected to give four (4) weeks written notice of their intent to cease employment with LAWV.
