Summary of Position

Under direction, manages a key program component and assists in planning and organizing a comprehensive behavioral health program; prepares, monitors, and enforces contracts with behavioral health service providers; provides administrative supervision; may provide supervision of clinical staff; performs related duties as required.


Qualifications & Work Experience

  • Licensed and in good standing with the California Board of Behavioral Sciences or California Registered Board of Nursing.
  • Possess an LCSW, LMFT, LPCC, PhD, or RN, with a valid California license
  • Possess a minimum of three years’ post-license experience working in a behavioral health related clinical field 3. Demonstrated experience working with diverse mental health and substance use populations.


Education

Knowledge of integrated behavioral health; mental health recovery, harm reduction, medical, age specific growth and development, crisis and behavior management is expected. Working knowledge of administrative practices and procedures, HIPAA regulations, policies and standards related behavioral health.

Examples of Duties

  • Plan, implement, and administer comprehensive integrated behavioral and community healthcare programs throughout the organization (e.g., workflows, policies and procedures, regulations, setting program priorities, etc.).
  • Provide clinical oversight to the community health teams for case management and patient health education.
  • Ensures that participant and program goals (program, financial, personnel, professional development, and trainings) are met in accordance with established program policies and procedures.
  • Monitor, track and facilitate referrals to internal programs, including behavioral health, psychiatric services, community health, in coordination with the behavioral health team and other clinic staff.
  • Participates in hiring, orientation, training and scheduling of behavioral health staff.
  • Actively participates in the development of behavioral health program budgets and monitors program performance according to set budget guidelines.
  • Works as a member of the primary and behavioral health care teams to track and coordinate patient care, internal/external referrals, and patient/staff complaints.
  • Designs program objectives and methods of evaluation of success in meeting objectives (monitoring data, developing dashboards, disseminating data and information to teams, providing instruction of objectives to staff).
  • Make use of Care Team data to identify, connect and manage patients experiencing chronic conditions with needed behavioral and psychiatric services as part of the population health model.
  • Monitor and improve clinical quality measures, using data, developing dashboards with the population health team, integrate with other depts to improve quality and implement new service lines.
  • Manages and oversees behavioral health staff through regular performance evaluation, periodic record reviews, KANC reports, including peer review, crisis, risk management and case consultation. This may include signing off on records and billing for services.
  • Work with clinic managers to order supplies and testing needed to implement care for the telepsychiatry team.
  • Produces program performance reports and invoices in accordance with agency rules and contract requirements.
  • Participates as an active member of the provider teams including attendance at meetings, resource for needs, and expert on social and behavioral health related topics.
  • Develops and maintains required files, records, minutes, reports, and statistical data in a timely manner and in accordance with departmental and agency guidelines
  • Represents the agency’s behavioral health department with funders, the public, and other agencies as needed.

Travel Requirements

May regularly travel to other sites to provide patient care and/or attend meetings or training; occasionally overnight for training. Having flexibility to work in multiple locations is expected.
