Description of Position: Serves as the Chief of Staff for the Joint Navigation Warfare Center (JNWC), leading and directing the activities of the staff functions encompassing Information Management, Safety, Personnel Management, and Resource Programming and Execution.


Position Duties/Responsibilities:

  • Employee at this level is an expert within their functional area; heads of branches or divisions; or key program administrators. Conducts or directs activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources, and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives. Results are authoritative and impact programs or the well-being of substantial numbers of people. Position involves 51% or more of time in direct support of acquisition positions.
  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards.
  • Chief of Staff planning, organizing, and overseeing the activities of the Joint Navigation Warfare Center (JNWC): Principal staff officer, assistant, and advisor to the Director. Coordinates and directs the activities of the JNWC mission divisions. Develops goals and objectives integrating JNWC organizational objectives: Establishing, revising, or reviewing policies, procedures, mission objectives, and organization design, eliminates work problems or barriers, and promotes team building. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Responsible for and authorized to make decisions or resolve problems pertaining to the administrative operation and performance of all JNWC activities. Develops and implements strategic planning processes for the JNWC and codifies staff processes in organizational directives.
  • As SME represents the JNWC to headquarters and external customers. Establishes, develops, and maintains effective working relationships. Maintains communication with the C/JFSCC Chief of Staff for internal processes, timelines and suspenses. Develops and implements methods to assess customer satisfaction, explain organization policy and procedures, and resolves problems. Reviews administrative tasks and suspenses. Reviews and approves JNWC staff products for submission. Analyzes, detects significant trends, identifies established precedents for documentation and correspondence. Coordinates discussions with multiple staff offices on staff work . Identifies the need for special projects and initiates milestones and goals. Researches and determines or recommends actions and interprets issues.
  • Manages the JNWC special staff functions. Manages and directs JNWC information management and office automation support. Manages the JNWC safety program for JNWC compliance with instructions and policy and provides periodic safety education and training to the workforce. Manages the JNWC International Traffic in Arms Regulations (ITAR) program. Implements US Government and DoD Directives and Instructions for weapons systems capabilities, technologies, tactics and training, plus test and evaluation plans, data, and reports.


Key Skills & Abilities:

  • In-depth knowledge of Navigation Warfare and Positioning, Navigation, and Timing operations and concepts as they relate to warfighting operations. Extensive understanding of department-wide resources as they apply to developing NAVWAR solutions for the warfighter. Extensive understanding of Department of Defense resource allocation processes, the federal interagency structure and scope of operations, joint and coalition operations, and coalition treaties and agreements.
  • Working knowledge of advanced management and organization principles and practices to be used in conjunction with a comprehensive knowledge of JNWC operations to develop and implement integrated approaches and solutions to substantive concerns and issues.
  • Knowledge of safety, security, and EEO regulations, practices, and procedures.
  • Knowledge of and experience with DoD policies and procedures for information management, manpower and personnel management, resource management in the Planning, Programming and Budgeting system, and financial execution.
  • Skilled in leadership of the operational employment of offensive and defensive NAVWAR, Space, and Cyber techniques throughout all levels of war, including responsive NAVWAR methods and techniques, and new approaches to solving a wide variety of NAVWAR problems.
  • Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
  • Ability to lead and participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization; proven ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
