The Waste Management Specialist provides support to the Navarro projects by performing activities and tasks in support of characterization, environmental restoration, and D&D of hazardous and radioactive waste sites located at the Nevada National Security Site.


General Responsibilities and Knowledge Skills:

  • Under little to no supervision, has the skill and ability to perform complex professional tasks.
  • Ability to recommend approaches for new and improved processes.
  • Ability to work with broad objectives, with latitude to determine the best way to accomplish tasks.
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential function.
  • Ensures documents are clear, concise, and conform to regulatory and technical requirements.
  • Must be able to contribute to a positive work environment and participate in a team atmosphere.
  • Ability to document and record work activities as appropriate.
  • Provides guidance to Company staff on developing procedures and processes that will ensure safety, efficiency, and compliance.
  • Develops implements and monitors corrective measures to minimize or eliminate non-compliance.
  • Ability to manage staff and be responsible for heading a department or organization (i.e., Closure Support)
  • Required to train and mentor junior staff.
  • Experience in procedural compliance on DOE sites.
  • Willingness to work in a diverse environment with management, staff, and craft personnel.
  • Skill and ability to perform moderately complex professional tasks under general supervision and guidance.
  • Ability to independently organize own work to meet established objectives, using discretion in performing duties.
  • Familiarity with NNSS operations and any special training such as health and safety would be desirable.
  • Ability to maintain accurate and complete records.

Specific Responsibilities and Knowledge/Skills:

  • Understanding of principles, concepts and techniques in environmental science, waste management, and regulatory compliance related to natural resources laws and regulations. Examples include NEPA, RCRA, CERCLA, CWA, CAA, TSCA, and the NNSS FFACO.
  • Under general supervision, plans, develops, coordinates, reviews, assesses and directs the development of multiple waste management projects (e.g., designs, investigations, and studies) for environmental restoration and D&D activities.
  • Characterize waste streams to be generated during decommissioning, decontamination and demolition activities based on the chemical, physical, and radiological characteristics of the waste.
  • Develop and review Waste Profiles and supporting documentation for each waste stream proposed for disposal.
  • Develop the sample and analysis plans for facilities, systems, and components for the characterization of waste streams.
  • Develop Radiological Survey Plans to characterize the radiological conditions of a facility, system, or component.
  • Validate waste stream characterization against Industrial, Low-Level Waste, and Mixed Low-Level Waste Land Fill Waste Acceptance Criteria (WAC).
  • Develop the packaging and storage requirements for various recyclable, hazardous, low-level, and mixed low level waste streams.
  • Supports other waste management functions such as waste verification, waste acceptance/identification, and possible treatment, disposal, and recycling.
  • Inputs data into various databases including waste tracking systems, P2, HAZTRAK, and Hazardous Substances Inventory. Provides data necessary for reporting as required.
  • Prepares shipping documentation for waste shipments per DOT regulations and signed by authorized personnel.
  • Participates in preparation and conducting self-assessments.
  • Prepares and submits a waste characterization plan for each waste stream including historical information, generating process, known or suspected contaminants, and data quality.
  • Certifies low-level and mixed waste in accordance with Navarro program plans and procedures and the NNSSWAC.
  • Conduct Data Quality Objective (DQO) processes to ensure the characterization meets the end-users needs.
  • Performs calculations, selects equipment standards, prepares plans and specifications, and develops environmental documents and other required reports.
  • Ensures all documents are clear, concise, and conform to regulatory and technical requirements.
  • Responds to project requests for procurement and preparation of field equipment and supplies.
  • Provides input to project staff on developing procedures and processes that will ensure safety, efficiency, and compliance.
  • Assists with task planning and preparation of work control packages. for the implementation of field activities.
  • Ensures records are accurate and well always maintained.

Requirements

  • Bachelor’s degree or 15 years’ experience in Waste Management.
  • Demonstrates expertise in a variety of the field’s concepts, practices, and procedures.
  • Must possess a valid driver’s license.
  • Minimum of 3 – 5 years' experience in the packaging, management, and shipment of hazardous, mixed, TSCA, and Low-Level wastes.
  • Fundamental knowledge of mathematics, physics, chemistry, and science.
  • Reading, writing, and comprehension.
  • Skill and ability to perform complex professional tasks independently with little instruction.
  • Demonstrated computer skills, i.e. word processing, spreadsheets, email, etc.

Working Conditions:

  • When working at the Nevada Support Facility at DOE, NLV Complex the work is primarily office and office support.
  • If field work is required the Waste Management Specialist must have the ability to wear personal protective equipment and to work in remote, desert environments.
  • The Waste Management Specialist may travel and perform work at remote locations.
  • Overtime may be required to complete assigned task.
