Qualifications:

• Bachelor’s degree in civil engineering or a closely related field.

• At least five (5) years of professional experience including at least two (2) years of supervisory experience in this field or

a closely related field.

• Illinois Class D Driver’s License.

• State of Illinois Registered Professional Engineer/Civil Engineering License.

• Working relations with federal and state agencies.

• Proven expertise in grant writing and grant management.

• Supervisory skills including evaluations, dispute resolution, and disciplinary procedures.

• Computer skills including CAD, Microsoft Office.

• Must possess strong people skills, demonstrate leadership, analysis, and decision-making capabilities.

• General knowledge of building codes, ordinances, and industry standards.

• Knowledge of capital planning and asset management.

• Budget preparation and management.

• Experience and knowledge of the various procurement requirements and methods of bidding, contracting and consultant

selection.

• Knowledge of the various funding options for projects utilized in the municipal sector.


Essential Duties and Responsibilities: The following examples are illustrative of the work duties and responsibilities of this

position.

• Duties and responsibilities as detailed in the Municipal Code.

• Serve as a liaison to the Mayor and City Council, Planning and Zoning Committee, Vermilion Advantage, legislators,

utility companies, developers, and other agencies and organizations as directed by the Mayor.

• Coordinates division projects and activities with utilities, other governmental agencies, and other departments.

• Implements planning and development projects.

• Coordinates land acquisitions required for infrastructure projects, capital improvements, and economic development

projects.

• Leads community involvement projects related to infrastructure and capital improvements.

• Evaluates, develops and maintains long-term Capital Improvement Programs for storm and sanitary sewers, as well as roads and bridges.

• Manages the City’s National Bridge Inventory System program.

• Administers NPDES Phase II Program for compliance and meets reporting requirements.

• Pursue grant opportunities and manage grant reporting requirements.

• Manage the divisional budgets.

• Oversee site plan review and permitting processes.

• Lead and manage the Engineering Division of Public Works

• Responds and informs the media about capital projects, grants, and plans.

Residency Requirements: Any employee of the City serving as a department or division head must establish their principal residence in Illinois, within five (5) miles of the City of Danville corporate limits within six months following successful completion of their probationary period.
