Overview: Seeking a COOP and Emergency Management Planning SME who will work with a staff to review and assess Continuity of Operations Plans and Emergency Plans and procedures for Federal agencies. This individual will also make recommendations for improved plans based on findings. This may involve overseeing a team of Program Analysts, who will contribute to this effort. A TS SCI clearance is required for participation in interagency coordination and events.


Responsibilities:

  1. Review and assess Continuity of Operations Plans and Emergency Plans and procedures.
  2. Develop the content for an online Continuity of Operations Awareness Training program for Department employees.
  3. Work with staff to develop a more comprehensive Continuity and Emergency Management Test Training and Exercise (TT&E) program.
  4. Assist in preparing requested materials for the Department’s Continuity of Government mission.
  5. Assist in the staffing and tracking of Interagency and National Security Council taskings.
  6. Attend interagency Continuity and Emergency Management working groups as may be required.
  7. Evaluate the efficiency and effectiveness of Continuity and Emergency Management Programs, make recommendations for improvement, and implement approved initiatives.


Qualifications:


· Approximately 4 years of related experience, creating, reviewing and/or contributing to COOP and Emergency Management plans for a Federal agency; 1 of which must be in a supervisory role.

· Top-Secret Clearance with SCI crossover eligibility ; Have been debriefed from SCI no more than 24 months ago

Preferred FEMA certs.

  • Level 1 Professional Continuity Practitioner
  • Level II Professional Continuity Practitioner
  • Master Continuity Practitioner.

Regular business hours, M-F with occasional support required during shift work days/hours.
