NYC Health + Hospitals/Correctional Health Services is one of the nation’s leading correctional health care systems in quality of and innovations to care, and access from pre-arraignment through compassionate release. In-jail services include medical, nursing, mental health, substance use treatment, social work, dental and vision care, discharge planning, and reentry support. Position Description:

This full-time position reports to an Assistant Chief of Medicine in the Division of Correctional Health Services and is responsible for the clinical oversight, management, and innovative development of our medical substance use service that currently includes a SAMHSA certified, jail-based opioid treatment program, which provides methadone or buprenorphine maintenance to incarcerated patients with opioid use disorder; and assesses and treats patients for alcohol use disorder. At least two days of clinical work caring for patients receiving or interested in starting buprenorphine or methadone maintenance and assessing and treating patients with alcohol use disorder is expected in order to maintain clinical skills, develop a deep and nuanced understanding of correctional health system, and serve as a mentor and direct supervisor for staff and trainees. In addition to clinical leadership, this position will also work in close collaboration with leadership in the medical and mental health service (e.g., Site Medical Directors, Director of Court Services, Clinical and Medical Directors of Mental Health) to ensure coordinated and comprehensive care. Close collaboration is also necessary with the Department of Correction (DOC) leadership and the Nursing, Pharmacy, Operations and reentry service programs of CHS. In addition to improving in-jail services for patients with substance use disorders, an expectation of this position also includes advocacy within the larger criminal justice and public health systems.


Examples of Responsibilities:

· Provide clinical leadership and support for the jail-based opioid treatment program (“KEEP”).

· Provide clinical leadership and support for the jail-based MAT services addressing other substance use disorders, including alcohol use disorders

· Supervise Director of OTP Operations, Director of OTP Reentry & Community Partnerships, and Director of Patient Outreach and Harm Reduction.

· Direct clinical care responsibilities include at least two days per week caring for patients enrolled in our opioid treatment program or alcohol use disorder service, as well as providing community prescriptions for patients on buprenorphine and/or medications for alcohol use disorder leaving jail-system.

· In coordination with Chiefs of Medicine, provide oversight of design, implementation, ongoing review and monitoring of relevant opioid/alcohol use disorder procedures, policies and operating manuals.

· Lead Quality Assurance/Quality Improvement efforts related to opioid and alcohol use disorder treatment, as well as participation in any mandated internal and external reporting.

· Lead Quality Assurance/Quality Improvement efforts related to discharge planning and transitions of service back into the community.

· Lead or assist Quality Assurance/Quality Improvement efforts that relate to substance use therapeutic housing within the Correctional Health Service.

· Responsibility for monitoring and maintaining standards for service provision in compliance with the NYC Board of Correction Mental Health Minimum Standards, professional standards set by NYC Health + Hospitals, OASAS requirements, and requirements of relevant city settlements in coordination with other clinical and administrative disciplines.

· Active participation in educational activities, including supervision of medical trainees, interdisciplinary cross-training, and case conferences.

· Report on an as-needed basis to the CHS Morbidity and Mortality review committee.

· Other duties at the direction of the Assistant Chiefs of Medicine or the Chief of Medicine.


Department Preferences:

· Excellent diagnostic and treatment skills related to substance use disorders, with particular expertise in harm reduction and the treatment of opioid use disorder.

· Excellent interpersonal communication skills and ability to work collaboratively with other disciplines, including Department of Correction staff and leadership.

· Strong leadership skills with ability to identify staff needs and provide mentorship and education to suit those needs

· Ability to effectively delegate and assign tasks with responsibility for follow-up

· Experience managing QA/QI activities in a health care setting


Minimum Qualifications:


1. A Masters Degree with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in Hospital Administration from an accredited college or university; and,


2. Six years of high-level responsible experience in Hospital Administration, Business Administration, Public Administration or an equivalent field, or as an Assistant to a Hospital Administrator in a position of direct responsibility for operations of a major part or all of a hospital, including substantial exposure in meeting community health needs; or,


3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,


4. Thorough knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.
