Assistant City Attorney (Economic and Community Development)
The General Counsel Division of the Dallas City Attorney’s Office is seeking an attorney with five to seven years of experience, licensed to practice law in Texas and in good standing with the Texas Bar to fill a full-time position. Applicants must have excellent oral and written communication, research, and collaboration skills.
The successful candidate will represent the City’s interests regarding the Texas Public Information Act (TPIA), and provide legal advice, counsel, and assistance to various City departments on the Public Information Act (PIA). The successful candidate will coordinate the City Attorney’s Office response to open records requests and inquiries, review and respond to open records requests, oversee support staff regarding review and redaction of confidential information prior to public release, conduct trainings regarding PIA compliance, and will represent the City in the Travis County District Court regarding open records disputes with the Attorney General of Texas.
The successful candidate will also provide advice and counsel to the Dallas City Council, the City Manager and the City Secretary and will represent various departments of the City of Dallas, including the Office of Community Care, Office of Economic Development, Office of Equity and Human Rights, Office of Homeless Solutions, Office of Welcoming Communities and Immigrant Affairs and the Housing and Neighborhood Revitalization Department. Among other responsibilities, the successful candidate will negotiate and draft contracts and real estate documents, write legal opinions, draft resolutions, ordinances, memoranda, and correspondence, analyze, and advise on claims and disputes, open meetings, open records, and provide other general legal advice.
The successful candidate will also negotiate and draft contracts for the procurement of goods and services, construction, engineering, real estate development, ground leases, concessions, franchises, high technology, and housing and economic development incentive agreements. The successful candidate will also become familiar with various local, state, and federal laws, and program requirements pertinent to the delivery of City goods and services.
The position requires the ability to build and maintain effective working relationships with all levels of staff, city officials, state and federal government agencies and the general public. Experience in representing local governmental entities or working for a municipality with an understanding of local government processes is desired.
Experience in municipal law, open records processing, government contracting and procurement, public works construction, and/or federal program regulations issued by the United States Department of Housing and Urban Development is a plus for a candidate.
Salary is commensurate with experience. The City’s comprehensive benefits package comes with the position. This position is exempt from the provisions applicable to civil service, pursuant to Chapter XVI, Section 9 of the Dallas City Charter.
