Talascend is currently seeking a Telecommunications Engineer for a long-term, contract career opportunity with our EPC Client based in Houston, Texas.


Must be willing to work in Houston office, local candidates only, or those willing to relocate at their own expense.


Overview:


Our client is looking for a skilled Telecommunications Professional to spearhead the early conceptual definition of telecommunications and IT scope in medium, large, and mega refining and petrochemical projects. This role requires leading initiatives, coordinating with customers, and providing technical guidance across various telecommunication and IT systems.


  • PRIMARY RESPONSIBILITIES: Lead the early conceptual definition of telecommunications and IT scope for refining and petrochemical projects of varying scales.
  • Present telecommunication strategies and progress updates to customers.
  • Develop and oversee the telecommunications program strategy through all phases of the stage gate process.
  • Direct activities involving telecommunications, IT, and cyber security expertise.
  • Manage third-party design, engineering, and construction contractors.
  • Develop conceptual scopes, write specifications, and requirements for telecommunications/IT/cyber security projects.
  • Generate, review, and approve telecommunications/IT/cyber security project packages.
  • Apply advanced engineering techniques and solve complex engineering problems.
  • Prepare accurate and complete designs and calculations to meet project requirements.
  • Conduct field investigations and produce detailed field reports with sketches.
  • Coordinate with other disciplines and assist engineers/designers to ensure high-quality deliverables.
  • Stay updated on new engineering processes, techniques, and industry standards.
  • Apply industry best practices to telecommunications/IT/cyber security deliverables.
  • Provide technical guidance to the design team and performance feedback to the discipline manager.
  • Architect telecom networks and solutions at multiple hierarchical levels.
  • Develop technical standards and guidance for the company’s portfolio and applications.
  • Participate in risk assessments and technical audits.
  • Perform design reviews and develop test plans that leverage industry best practices.
  • Engineer multi-vendor solutions that are fault-resilient with integrations spanning vendor platforms.


  • POSITION REQUIREMENTS: Bachelor’s degree in a relevant field.
  • 10+ years of directly related industry work experience, ideally in refinery or petrochemical operations.
  • Expertise in the design, configuration, installation, and testing of systems such as CCTV, Access Control Systems, Intrusion Detection Systems, PA/GA systems, wired and wireless networks, Telephony Systems, Digital Radio Systems, Marine Systems, Microwave Systems, and Cyber Security implementation.
  • Proven experience in developing specifications, system design, and component selection.
  • Expertise in the deployment and operation of servers, network devices, and storage arrays.
  • Proficiency in presenting designs and plans, and building relationships with customers.
  • Leadership experience in managing initiatives and suppliers.
  • Knowledge of instrumentation calculation computer applications.
  • Ability to work with and understand the interface requirements of other disciplines.
  • Management of virtualization technology.
  • Ability to document network configurations, traffic formats, and associated operations theory.
  • Skilled in managing network equipment and configuring protocol layers, including high-capacity transport and multi-layered traffic.
  • Competence in network capture/recording, analysis, and crafting network traffic.
  • Knowledge of NEC, IEC, ISA, and IEEE standards, methods, and practices.
  • Experience in implementing and troubleshooting long-haul telecommunication links.
  • Familiarity with the design and/or construction of plants is desirable.
  • Experience with detailed drawing production of Telecom systems via CAD software is an advantage.
