We are seeking a career-minded planning professional with project management experience and a strong understanding of and interest in zoning, for an available full-time position as a Planner II or Senior Planner, working with our industry leading national zoning team. The ideal candidate will have a strong understanding of zoning and have experience managing and assisting with a wide variety of zoning and planning related projects including full ordinance rewrites and smaller scale, targeted projects that focus on developing new TOD and downtown districts, removing regulatory barriers to housing production, updating sign ordinances for content neutrality, and more. The ideal candidate must also be comfortable with, and have experience in, conducting or assisting with community outreach and public meetings.


Houseal Lavigne is an urban planning, community development, zoning, and geospatial services consulting firm that provides a wide range of planning, zoning, design, and GIS/geospatial related services to public and private sector clients throughout the country. The firm’s main office is located in Downtown Chicago.


Skills of the successful candidates will include:

  • Minimum of a Bachelor’s degree in planning, landscape architecture, architecture, or related discipline;
  • 4-7 years of professional zoning related work experience required (consulting experience preferred);
  • 4-7 years of project management experience desirable;
  • Excellent writing skills and attention to detail;
  • Ability to analyze and synthesize qualitative and quantitative data, and translate findings into concise and effective narrative text;
  • Proficiency in computer software and applications strongly considered, including Microsoft Office (Word, Excel), Adobe Creative Cloud (Illustrator, InDesign, Photoshop), GIS (ArcGIS Pro, Survey123), and 3D software (SketchUp, CityEngine), etc.;
  • Knowledge of and experience with research and survey techniques.


Duties would include, but not be limited to:

  • Managing zoning ordinances and other development regulation related projects;
  • Drafting and supporting entry level planners in the drafting of zoning ordinances and other development regulation related projects;
  • Directing research conducted by entry level planners on zoning best practices, contemporary development practices, property and land use information;
  • Leading public meetings, community outreach, and directing entry level planners on summarizing engagement input;
  • Drafting of analytical findings, regulatory approaches, and planning concepts and recommendations;
  • Assisting with the preparation of proposals and planning and zoning documents;
  • Assisting with field surveys and inventories (note: this may involve travel);
  • Creating databases and spreadsheets;
  • Maintaining client/project websites;
  • Administering and analyzing community surveys;
  • Preparing GIS maps;
  • Modifying and editing shape files and other GIS data;
