Consultant Electric Utility ADMS Program Manager – Independent Contractor-1099 (PNW area preferred)


****This is NOT a standard IT role - candidates MUST have Electric Utility experience and ADMS experience evident in their profile***


Boutique consulting firm seeks an experienced ADMS Program Manager for a full-time consulting role supporting a project team servicing our regional electric utility client. The ADMS program manager will lead the implementation of the ADMS platform and associated workstreams for our utility. The program manager will be the driving force responsible for on time / on-budget delivery of this key program. This critical role requires previous experience managing complex IT/OT system implementation projects from start to finish, as well as expertise in utility operations and a strong preference to candidates with ADMS implementation experience. Strong leadership is essential.


At a minimum, the successful candidate will have:


• 7-10 years of experience in delivering major IT/OT system implementation projects within utilities


• Experience providing program management for a program of projects in the Power industry.


• Experience implementing and providing project management for one or more implementations of a Power operational technology or technologies.


• Examples of leadership experience over Power related organizations. Experience with System Operations leadership is preferable.


• In-depth knowledge of electric utility operations, domain expertise in ADMS and deep knowledge of distribution management systems


• Proven ability to motivate, lead and rally diverse cross-functional teams toward common goals, milestones and implementation timelines


• Excellent program/project planning and organizational skills to coordinate multiple parallel workstreams


• Excellent communication and presentation abilities to share information to utility leadership, program/project steering committees and stakeholders


• Strong relationship-building skills to connect with leaders across the organization


• Ability to facilitate and make difficult decisions with confidence during complex programs


• Technical skills to manage and hold vendors accountable to contractual obligations


Program manager key activities and deliverables include:


  • Partnering with Client leadership, strategy and operations to fully understand ADMS vision, objectives and priorities


  • Remaining in close contact with Client leadership and strategy teams for awareness and alignment of ADMS roadmap and the larger strategic Grid Modernization planning considerations


  • Ensuring comprehensive program schedule and project plans for all workstreams to achieve business goals and outcomes


  • Program Administration, including documentation, reporting and continuous improvement efforts


  • Stakeholder Management, such as working with OCM program resources, client executives, program steering teams and committees, operations teams, technology staff, and user groups


  • Vendor Selection, Contracting and Management, including overseeing the procurement process and managing relationships with vendors


  • Program Governance, such as partnering with the client PMO and working with client leadership regarding organizational structures, roles and responsibilities, decision frameworks, and program committees


  • Scope and Requirements Management, ensuring that scope aligns with priorities, budget and expected outcomes


  • Risk Management, including development of a risk and issue identification, tracking and mitigation framework


  • Budgeting and Resourcing, including creation of the overall program budget, tracking and forecasting of expenditures, and engaging resource managers to coordinate resource demands and requests


  • Change Management, ensuring that OCM strategies are developed and executed effectively, as well as the successful execution of business process design, training programs and communications plans


  • Quality Assurance, including the implementation of QA processes to ensure ADMS workstreams and solutions meet established standards and specifications, as well as ensuing comprehensive testing plans, and procedures are in place the functionality, performance, and reliability of the program outcomes before deployment


  • Team Leadership and Communication, such as the leadership and motivation of various program teams, as well as conducting recurring team meetings


  • Go-Live Readiness and Support  including ensuring workstream project managers have effectively prepared for go-live and cutovers including data readiness, production validation and operational support and procedures
