Directs a team of technical talent, divided into three (3) districts and one (1) construction organization, which performs all maintenance, construction, and commissioning on AECC’s Power Delivery System. This position also is responsible for capital construction. This person leads the Reliability, Maintenance and Testing Program (RMTP) cross-departmental team which includes NERC compliance testing for transmission and substation reliability.



  • Safety-minded in all aspects of the job.
  • Prepares the Capital and O&M budgets for assigned area of responsibility. Monitors budget monthly and prepares variance reports, as needed.
  • Directs the development and maintenance of the Reliability Maintenance and Testing Programs for company and member transmission assets which includes capital and O&M plans for all existing transmission and substation assets.
  • Is responsible for the on-time testing and maintenance of substation and transmission assets to ensure compliance with the RMTP and NERC requirements.
  • Directs the restoration of AECC’s transmission assets during system outage events.
  • Develop and maintain key performance indicators (KPIs) that represent the status of AECC’s O&M and capital/asset replacement programs.
  • Provide overall direction for strategies around inventory, replacement, and critical spares programs for AECC’s transmission system.
  • Oversees the development of the scope of work documentation to obtain bids from outside contractors to perform maintenance, construction, and testing on assets to ensure compliance with the RMTP.
  • Leads the skills assessment panel and directs the development of the testing materials and skills assessments for technician’s skill competency to ensure adequate technician job classifications.
  • Approves the documentation of substation commissioning reports, relay test reports, construction reports, substation equipment test data, and NERC documentation regarding NERC standards and records as required.
  • Directs the procurement of test equipment and tools used in substations, transmission lines, and delivery points for construction, testing, maintenance, and operations.
  • Directs the coordination for the construction, operations, and testing of RMTP activities with the member cooperatives as needed.
  • Directs the inspection, installation, maintenance, and use of AECC's fleet of mobile substations and equipment dispersed throughout AECC's service territory.
  • Supports operations and maintenance of member cooperative substations and transmission lines and assists in the restoration of power.
  • Develops and maintains business relationships with our members and personnel of like responsibility in other power supply systems.
  • Carries out supervisory responsibilities in accordance with policies and applicable laws. Responsibilities may include but are not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications

  • Bachelor degree or equivalent experience in utilities or related field, plus at least 8 years total related experience, including 5 years’ management experience, or equivalent combination of education and experience.
  • Knowledge of a specialized field such as protective systems for transmission assets or breaker and transformer testing and maintenance required.

ADDITIONAL INFORMATION

  • Requires knowledge of electrical measuring techniques, particularly in the area of three phase power. Knowledge of electrical fault protection systems.  Knowledge of the National Electrical Safety Code. Overnight travel to meeting or worksite is required. Must be able to work during non-scheduled working periods.
  • Pursuant to the Arkansas Medical Marijuana Act 593, this position is designated safety-sensitive according to AECC/AECI standards and processes.
  • Must be able to travel up to 20% of the time to various locations throughout the State of Arkansas as well as out of the state.
