Position Title: Active Transportation Coordinator
Department: Transportation
Reports To: Executive Director of Transportation
TERMS OF EMPLOYMENT: Funded through September 30, 2026, by Safe Routes to School grant program.
The Active Transportation Coordinator (ATC) will be responsible for development, coordination, and implementation of the Safe Routes to School (SRTS) program for Bend – La Pine Schools (BLS). This includes program development/planning, administration, marketing/outreach, education and training, event promotion, volunteer coordination, and program evaluation pursuit of grant funding. The ATC will be responsible for working with school district and city staff, parents, and community partners to create safe active transportation environments at and around both Bend and La Pine schools, act as the liaison for BLS and work within the transportation department to communicate walking routes to families, review and create safe walking routes, support Walking School Buses, and assist with developing a SRTS action plan.
Essential Job Functions
- Gather, process, and analyze information related to the Safe Routes to School program implementation.
- Create an annual work plan, calendar, project task lists, and time estimates based on the Safe Routes to School grant.
- Participate in planning and coordinating a variety of community outreach/education activities and projects in support of the Safe Routes to School programs and services.
- Travel to and attend/be present at meetings and events in various locations located off-site and walk substantial distances throughout the city doing walking audits.
- Design and deliver Safe Routes to School education curriculum in coordination with BLS administrators and educators.
- Develop written content for web pages and events/programs. Distributes information.
- Serve as a subject matter expert and resource regarding Safe Routes to School implementation, including:
- Coordinate with schools and community partners on events such as but not limited to International Walk to School Day, Walking School Bus Programs, and Walk and Roll Day.
- Work with schools and local agencies to offer Safe Routes Bicycle and Pedestrian Education Program, including coordinating with Physical Education staff.
- Develop and give presentations on Safe Routes to School implementation topics at steering committee meetings and to senior leadership.
- Provide technical assistance via email, telephone, and in person to BLS schools and families seeking assistance in solving issues with wide-ranging consequences, such as transportation and safety.
- Serve as a liaison between BLS, Oregon Department of Transportation (ODOT), the City of Bend, and community partners to share information, participate in decision making processes, and ensure coordination of activities and investments related to Safe Routes to School.
- Coordinate with ODOT Safe Routes to School non-infrastructure funding program managers to ensure both state and regional funding opportunities are used to their greatest potential in compliance with all applicable federal state, and local laws, regulations, executive orders and ordinances applicable to funding provisions.
- Demonstrate a commitment to equity by developing a thorough knowledge and application of BLS policy on Educational Equity, Family Engagement, the School Board commitment to Equity, and participate in staff development, in-services and trainings related to diversity, equity and inclusion in the workplace and in K-12 education settings.
- Model appropriate behaviors; develop, recommend and implement programs with awareness and understanding of their impact in a racially and culturally diverse community.
- Perform related duties as assigned.
Working Conditions
Employee works in a standard office setting in a centralized accounting services department. Sound judgment and a pleasant attitude are required in stressful situations. The employee needs to be able to lift/move/carry materials, equipment or boxes weighing up to 30 pounds and/or maneuver up to 50 pounds.
Knowledge, Skills, and Abilities
Knowledge:
- Knowledge of the principles and practices of governmental accounting, systems of accounts, encumbrance accounting, financial reporting, risk management, grants administration, fixed assets, debt management and accounts payable
- Knowledge of school finance laws, rules and policies, governmental accounting and financial reporting standards (GASB and GAAP)
- Highly advanced knowledge of Microsoft Excel, including creation and use of pivot tables, power query and significant understanding HR and Finance software systems
- Principles and applications of critical thinking and analysis
- Considerable knowledge of accounting and expenditure control systems and procedures
- Knowledge of financial procedures and controls
- Financial analysis and modeling methods and tools
- Agency's organization, operations, policies, and objectives
- Audit methods and practices
- Effective communication and interpersonal skills
- Microsoft Office suite
- Principles of record keeping
- Legal, ethical, and professional rules of conduct for finance professionals
Skills and Abilities:
- Supervise staff; provide training, work direction, and guidance
- Exercise independent judgment in applying accounting principles to unique and complex situations. Use computer models and applications, including Microsoft Office suite software such as Excel, Access, Word, PowerPoint, Outlook, etc.
- Handle confidential and sensitive information with discretion
- Exercise judgment and discretion in administering department and agency policies and procedures
- Strong quantitative skills & experience taking raw data and drawing actionable insights
- Experience in accounting ledgers
- Experience with HR and Finance software systems
- Experience with preparing financial reports
- Ability to prepare complete and accurate accounting reports and statements of considerable complexity
- Construct and run moderately complex queries using power query, SQL, or other similar programming language or interface
- Understand, interpret, explain and apply federal, state, and local policies, laws, and regulations
- Strong analytical aptitude
- Evaluate complex accounting problems
- Obtain or possess a valid Oregon driver’s license and maintain an insurable status for automobile and liability coverage, as required by the position
- Physical ability to regularly attend work and fulfill essential functions
Experience:
- Bilingual and biliterate fluency in English and Spanish
- Program management experience
