Description of Position: Serves as Program & Project Manager in USSPACECOM’s Requirements & Portfolio Management Branch.


Position Duties/Responsibilities:

  • Project Planning and Coordination: Creating comprehensive project plans detailing objectives, scope, timelines, and resources, and collaborating with stakeholders to define requirements and success criteria. Risks are identified and addressed throughout the project lifecycle to ensure timely delivery.
  • Team Leadership and Management: Leading cross-functional IT teams, assigning tasks, setting priorities, and providing guidance to ensure alignment with project goals.
  • Resource Management: Efficiently managing project budgets, expenses, and resources, including personnel, equipment, and software.
  • Stakeholder Communication: Communicating project status, milestones, and risks clearly and promptly. Collaboration with stakeholders is crucial to gather feedback, address concerns, and ensure the project meets business requirements.
  • Quality Assurance and Delivery: Setting and upholding quality standards and best practices from project initiation to completion. Regular reviews and evaluations are conducted to assess project performance and pinpoint areas for enhancement. Ensure the timely delivery of high-quality deliverables that meet or surpass stakeholder expectations.
  • Change Management: Managing changes to project scope, schedule, and resources through formal processes. It includes evaluating change impacts, making recommendations to stakeholders, and transparently communicating changes with proper documentation to maintain project integrity.


Key Skills & Abilities:

  • Expert knowledge of C4 systems, IT policies, and governance to develop strategies and provide advice.
  • Utilizes knowledge across IT specialties to make significant policy or program recommendations.
  • Mastery in communications-computer systems to advise higher-level management and influence policy.
  • Expertise in multiple IT disciplines, performance management, and program/portfolio management to establish priorities and evaluate investments.
  • Mastery of IT governance policies and DoD business processes to advise on program interfaces and technological advancements.


Qualification Requirements:

  • At least 1 year of experience at the next lower broadband/grade level (or equivalent) in performing Information Technology Program Manager/Project Manager duties.
  • Ability to present complex issues; conduct high-level, sensitive liaisons and promote good public relations. Formulates clear informational briefings to the commander and staff.
  • Thrive in fast moving environment with quick turn deadlines. Ability to resolve day-to-day issues as they pertain to the execution of the Combatant Command’s Plans and IT systems and networks.
  • Must have or be able to obtain an Advanced level IT certification in accordance with DoDM 8140.03


Highly Desired:

  • 5-10 years of experience of performing the major duties of this position
  • Knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands.

  • Must be able to obtain and maintain a TS/SCI Security Clearance
  • Position requires drug testing

  • Occasional travel away from the regular duty location may be required
