Job Description

Minimally Required Deliverables/Tasks

Establishing and implement project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations;

  • Performing systems analysis and design needed for the planning, development, and implementation of IT systems;
  • Developing design and functional specifications which will provide the best solution for new application development and ongoing maintenance of existing applications;
  • Recruiting project staff and consultants in a manner consistent with the demands and complexity of the project(s);
  • Setting standards and best practices for Applications Development team;
  • Coordinating communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed.
  • Assisting Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of Commerce;
  • Assembling project plans and teamwork assignments, as well as management over the details within the project, to include:
  • Developing and maintaining a detailed project plan;
  • Managing project deliverables in line with the project plan;
  • Recording and managing project issues and escalating where necessary;
  • Resolving cross-functional issues at project level;
  • Managing project scope and change control and escalating issues where necessary;
  • Monitoring project progress and performance;
  • Providing status reports to the project sponsor;
  • Managing project training within the defined budget;
  • Liaises with, and updates progress to, project board/senior management;
  • Managing project evaluation and dissemination activities;
  • Managing consultancy input within the defined budget;
  • Seeking final approval of the design specification;
  • Working closely with users to ensure the project meets business needs;
  • Definition and management of the User Acceptance Testing programs;
  • Identifying user training needs and devising and managing user training programs; and
  • Providing regular status reports to the management.


Knowledge, skills, and abilities:

  • Bachelor’s degree in computer science, information systems, business administration or other related field/equivalent work experience;
  • Project Management Professional (PMP) certification;
  • A minimum of seven (7) years of project management experience, or working with a Project Management Office;
  • A minimum of four (4) years of experience managing projects in accordance with the Project Management Institute (PMI’s) standards as presented in A Guide to the Project Management Body of Knowledge (PMBOK Guide);
  • A minimum of seven (7) years of working experience with IT;
  • A minimum of three (3) years of IT strategy and planning experience;
  • A minimum of three (3) years of experience managing application development projects;
  • Ability to communicate effectively (verbally and in writing) with technical and user staff;
  • Experience using Team Foundation Server (TFS);
  • Experience using the Scrum framework to manage at least one (1) project;
  • Experience facilitating requirements gathering and Joint Application Design (JAD) sessions;
  • Experience managing documentation in Microsoft (MS) SharePoint;
  • Experience with the Information Systems Development Methodologies (ISDM); and
  • Experience with state government projects.
