Housing Compliance Specialist

We are seeking a highly qualified Housing Compliance Specialist to join our team. The ideal candidate will have extensive knowledge of LIHTC (Low-Income Housing Tax Credit) and HUD Section 8 programs, along with experience in managing HUD contract renewals and monthly Housing Assistance Payment (HAP) submissions.

Responsibilities:

  1. LIHTC Compliance: Ensure adherence to all LIHTC program requirements, including income certification, unit occupancy, and compliance reporting.
  2. HUD Section 8 Compliance: Oversee compliance with HUD Section 8 regulations, including annual certifications, inspections, and rent calculations.
  3. Contract Renewals: Manage the renewal process for HUD contracts, including timely submission of required documentation and negotiations with HUD officials.
  4. HAP Submissions: Prepare and submit monthly Housing Assistance Payment (HAP) requests to HUD, ensuring accuracy and timeliness.
  5. Monitoring and Reporting: Conduct regular audits and monitoring to ensure compliance with LIHTC and HUD Section 8 regulations. Prepare reports as required by regulatory agencies.
  6. Tenant Relations: Serve as a point of contact for tenants regarding program requirements, eligibility, and other related inquiries.
  7. Training and Education: Provide training and education to staff members and property owners on LIHTC and HUD Section 8 compliance requirements.
  8. Policy and Procedure Development: Assist in the development and implementation of policies and procedures to ensure ongoing compliance with program regulations.
  9. Risk Management: Identify potential compliance risks and develop strategies to mitigate them.
  10. Collaboration: Collaborate with property management staff, owners, and regulatory agencies to address compliance issues and ensure program success.

Qualifications:

  1. Bachelor's degree in a relevant field (such as Business Administration, Public Administration, or Urban Planning).
  2. Minimum of 6 years of experience in affordable housing compliance, with a focus on LIHTC and HUD Section 8 programs.
  3. Thorough understanding of LIHTC and HUD Section 8 regulations and requirements.
  4. Experience managing HUD contract renewals and monthly HAP submissions.
  5. Strong analytical and problem-solving skills.
  6. Excellent communication and interpersonal skills.
  7. Ability to work effectively both independently and as part of a team.
  8. Proficiency in relevant software applications, including Microsoft Office Suite and property management software.
  9. Certifications such as Housing Credit Certified Professional (HCCP) or Certified Professional of Occupancy (CPO) preferred.
  10. Knowledge of fair housing laws and regulations is a plus.
