Job Summary:
We are seeking an experienced and detail-oriented Land Development Manager to oversee the successful execution of all land development projects for a production homebuilder based in Tampa, FL. The Land Development Manager will be responsible for coordinating all phases of land development, including site preparation, utility installation, road construction, and final grading, ensuring that projects are completed on time, within budget, and in accordance with company standards. This role requires strong project management skills, knowledge of local regulations, and the ability to lead teams of contractors and consultants.
Key Responsibilities:
- Project Management:
- Oversee the day-to-day land development operations, including site preparation, grading, utility installation, and road construction.
- Ensure all phases of land development are completed on schedule and within budget.
- Coordinate with internal departments (land acquisition, construction, sales) and external contractors to ensure smooth transitions from raw land to finished lots ready for homebuilding.
- Budgeting & Cost Management:
- Develop and manage project budgets, ensuring cost-effective solutions without sacrificing quality or compliance.
- Review and approve contracts, bids, and change orders with contractors, keeping projects on track financially.
- Monitor project expenses and ensure alignment with financial objectives.
- Scheduling & Coordination:
- Create and maintain detailed project schedules, coordinating with contractors and internal teams to ensure timely completion of all land development tasks.
- Anticipate and resolve any potential delays, keeping all stakeholders informed of project timelines and progress.
- Permitting & Regulatory Compliance:
- Ensure all development activities comply with local, state, and federal regulations, including zoning, environmental standards, and safety guidelines.
- Work closely with municipalities to secure necessary permits and approvals for land development.
- Stay informed of local zoning laws and regulatory updates that may impact development projects.
- Site Inspections & Quality Control:
- Conduct regular site visits to inspect ongoing work and ensure quality control standards are met across all phases of development.
- Identify and address any issues related to site conditions, contractor performance, or safety concerns.
- Ensure that contractors adhere to project specifications, safety protocols, and environmental management guidelines.
- Contractor & Vendor Management:
- Manage relationships with contractors, engineers, and vendors, ensuring timely delivery of services and materials.
- Hold contractors accountable for performance and resolve any disputes or issues that arise during the project.
- Environmental & Erosion Control:
- Implement and monitor erosion control, stormwater management, and environmental protection measures throughout the development process to comply with regulatory standards.
- Problem Solving & Issue Resolution:
- Proactively address challenges or unexpected issues during the land development process, including weather delays, site conditions, or regulatory challenges.
- Develop contingency plans to mitigate risks and ensure projects stay on track.
Qualifications:
- Education:
- Bachelor’s degree in civil engineering, construction management, land development, or a related field is preferred.
- Experience:
- Minimum of 5-7 years of experience in land development, construction management, or a related field, ideally within residential homebuilding.
- Proven track record of successfully managing land development projects from start to finish.
- Skills:
- Strong understanding of land development processes, including site grading, utility installation, paving, stormwater management, and erosion control.
- Knowledge of Tampa-area zoning regulations, permitting processes, and local land-use practices.
- Proficiency in project management software and tools (e.g., Microsoft Project, Excel) and familiarity with construction management platforms.
- Strong negotiation skills with contractors, vendors, and government agencies.

- Leadership: Proven ability to lead and manage teams of contractors and consultants, ensuring high-quality results.
- Project Management: Skilled in developing and maintaining detailed project schedules, budgets, and coordinating multiple projects simultaneously.
