Insight Global is seeking a Master Planner to support the Army Reserve. They manage over 1,400 facilities across the United States. This position provides support as part of a nation-wide team to improve the accuracy and integrity of data within the ASIP and RPLANS systems. ASIP (Army Stationing and Installation Planning) is the database of record for all military personnel as it documents individual duty stations. RPLANS (Real Property Planning and Analysis System) is the database of record for all construction requirements, based on the ASIP data. These systems, along with the Real Property Databases, support master planning across the Army Reserve.


Planners analyze facility assets, allowances, and requirements; evaluate facilities impacts of proposed stationing actions; analyze construction programs; analyze facility buyout and maintenance costs; and communicate effectively concerning quantitative aspects of facility adequacy. RPLANS combines force structure data (populations, units, and missions), facility allowance data (based on criteria for each Facility Category Group), and assets (existing Real Property assets plus programmed construction) to determine Tabulations of Existing and Required Facilities.

1) provide necessary source reports, information, and documents necessary for completion of these tasks

2) conduct reviews of Army Reserve facility space data for impacts on master planning and facilities program management pertaining to acquisitions, disposals, exchanges, and conveyances, and assist in the improvement of the quality of the data supporting the enterprise systems described above,

3) development of master planning staff papers and management summaries for the RD commanders, ARIMD, Department of the Army staff

4) attend meetings with various elements of the Army, Navy, Air Force, and Marine Reserve Components in order to achieve task order objectives (e.g., gather data for reports and provide recommendations to meet mission objectives).


Minimum Requirements:

  • Bachelor’s degree related to Planning or Information Systems Analysis
  • 4+ years direct experience performing edit functions in either ASIP or RPLANS may be substituted for degree requirements.
  • 2+ years of experience working with Department of the Army systems of record that support real property data attributes OR Completion of the US Army Master Planning Practices foundation course (Prospect Course 241) may be substituted for minimum experience requirement.
  • Must be able to obtain a secret clearance Plusses:
  • AICP certification is a plus
  • RPLANS (Real Property Planning and Analysis System) and ASIP (Army Stationing and Installation Planning) systems highly preferred.
