As a Monitoring and Evaluation Specialist at City of Refuge, you will play a crucial role in assessing the effectiveness and impact of our programs and services. You will be responsible for designing and implementing monitoring and evaluation frameworks, collecting and analyzing data, and generating insights to show impact to donors and improve program outcomes. The ideal candidate will have a strong background in research methods, data analysis, and program evaluation, as well as a passion for making a difference in the lives of individuals and communities in crisis.


Key Responsibilities:

1. Develop and implement monitoring and evaluation plans for City of Refuge programs and initiatives.

2. Design data collection tools, surveys, and other instruments to capture relevant indicators and outcomes.

3. Utilize program software/systems (Client Track, Grade Link, Salesforce, Excel, HMIS, etc.) to ensure data collection, reporting, and accuracy. 

4. Collaborate with program staff to identify and diagnose performance gaps, challenges, and opportunities to improve participant outcomes. 

5. Extension of grants team to ensure all necessary outcome-based reporting is provided with government and foundation grants. 

6. Collect, manage, and analyze quantitative and qualitative data using appropriate methodologies and software tools.

7. Conduct assessments to ensure data quality and verify program implementation.

8. Prepare and present reports, dashboards, and visualizations to communicate findings and recommendations to internal and external stakeholders.

9. Provide technical assistance and capacity-building support to program staff on monitoring, evaluation, and learning practices.

10. Stay current on best practices, trends, and innovations in monitoring and evaluation in the non-profit sector.

11. Maintain employment records in partnership with the human resources department for staff assigned to grants. 

12. Evaluate general partner compliance and adherence to program quality standards, procedures, and policies, especially data collection. 

13. Ensure all data collection follows privacy and confidentiality laws and standards. 


Qualifications:

- Bachelor’s degree in development studies, statistics, economics, social sciences, monitoring and evaluation, project management or another relevant field required. Postgraduate degree

involving quantitative research methods preferred

- Proven experience in monitoring and evaluation, preferably in the nonprofit sector.

- Understanding that City of Refuge is a faith-based nonprofit organization operating off Christian values.

- Strong quantitative and qualitative research skills, including proficiency in statistical analysis software.

- Excellent communication skills, with the ability to present complex information in a clear and compelling manner.

- Experience designing and implementing monitoring and evaluation frameworks and systems.

- Ability to work effectively both independently and as part of a multidisciplinary team.

- Commitment to the mission and values of City of Refuge, with a passion for social justice and community development.


Preferred Qualifications:

- Experience working with vulnerable populations, such as individuals experiencing homelessness, returning from incarceration, unemployment, and other crisis situations. 

- Knowledge of participatory and empowerment-based evaluation approaches.

- Certification in monitoring and evaluation.
