PSEA is seeking an experienced professional leader for the role of Director of Special Education Services in Harrisburg, PA. This hybrid position involves developing, influencing, and shaping Pennsylvania’s education policies, regulations, and practices with a continual focus on improving the public education system for special student populations (special education, gifted learners, English learners, homeless students, migrant students, etc). It also involves developing and recommending Association positions on reform issues related to the education of special student populations. The individual in this position regularly advises staff and educators about complex issues related to the provision of educational service to special student populations and provides timely professional learning opportunities for special educators, paraprofessionals, and educators who work with other special student populations.
The ideal candidate for this position should possess extensive expertise in general and special education laws, regulations, court decisions, policies, and practices. In addition, the candidate is familiar with laws, regulations, policies, and practices that relate to other special student populations. The successful candidate demonstrates exemplary problem-solving, diagnostic, advocacy, and planning abilities. Effective and efficient communication skills (both oral and written) and knowledge of adult learning strategies are essential, along with strong time management, prioritization, and multi-tasking capabilities. Furthermore, the candidate should be a proficient analyst and researcher, must be able to maintain strong relationships with co-workers and association members, and must demonstrate a commitment to public education, public school educators, and union values.
The successful candidate will stay up to date on the latest academic and professional literature and policy trends regarding the education of special student populations. They also must be able to communicate emerging issues related to applicable laws, regulations, and court decisions to PSEA leaders, the PSEA Special Education Board, PSEA members, and PSEA staff.
Applicants should have at least a master’s degree in a relevant field (such as special education). Extensive experience in special education including leadership role(s). Additional experience would be strong public speaking and advocacy skills, some familiarity with qualitative and quantitative research methods. This position requires frequent in-state travel.
