PRIMARY PURPOSE


To provide program management and supervision to the Child Care Resource & Referral (CCR&R) Program staff in the delivery of high quality training and professional development support and mentoring, related projects and initiatives as outlined in current contract.

To offer trainings to early learning and care professionals using instructional delivery methods that reflect an adult learner orientation, up-to-date theories of child development and guidance, and assist providers as they move forward on the Oregon Registry and on the State of Oregon Quality Rating Improvement System (Spark).

Description of Essential Functions

ESSENTIAL JOB FUNCTIONS

  • Oversight of CARE Connections activities as required by Child Care Resource & Referral grant contract. (30%)
  • Ensure CCR&R grant/contract requirements and deliverables are clearly articulated, implemented and communicated to/with staff, students, participating families and appropriate agencies.
  • Work closely with CARE Connections Program Director and Southwestern Business Office in following complex budgets and fiscal management.
  • Attend all required CCR&R State network meetings and trainings.
  • Maintain positive relationships with all partners at the state and local levels.
  • Maintain status as a Sponsoring Organization through the Oregon Center for Career Development (OCCD) in Early Care and Education.
  • Participate in setting, meeting, and reporting on targets for achievement as identified by state and local agreements.
  • Oversee annual provider trainings, including the annual Retreat by the Lake conference.
  • Seek opportunities to enhance programming and extend professional development to a wider audience of early learning and care professionals.


Provide trainings to child care providers, early childhood educators, and parent groups as needed, using instructional delivery methods that support adult learners and promote quality interactions with young children.

These trainings will be developed to assist early care and education professionals as they move up in the Oregon Registry Online system, and as they move forward with Spark (the State of Oregon Quality Rating Improvement System) (30%)

  • Offer trainings to providers, students, and parents in groups and individually using instructional methodology appropriate to the audience aligned with the training standards through OCCD and CCR&R Central Coordination.
  • Assist staff in completing assessments of Professional Development (PD) of child care providers as need determines in relation to supporting growth and movement in the Oregon Registry Online (ORO) steps.
  • Develop and implement training sessions. Complete Set 2 & Set 3 paperwork as needed.
  • Participate in mentor and coaching activities as required by grants.
  • Ensure that all training rosters are completed and entered into ORO.
  • Work with outside trainers to schedule trainings, contract, invoice, and provide technical support through trainings.
Supervise CARE Connections Staff, typically including Quality Specialist positions and Program Assistant positions. (15%)

  • Become trained in Reflective Supervision and provide Reflective Supervision at least bi-weekly.
  • Provide operational one-on-one meetings at least bi-weekly.
  • Stay up to date on training and educational requirements for supervisees, and ensure they are developing and meeting quarterly professional development goals.
  • Co-create and support ongoing quality improvement plans with SMARTE goals.
  • Evaluate performance and progression toward goals. Offer ongoing support and mentorship.


Provide written reports and data reports as required for grant deliverables, such as quarterly reports, work plans, training reports, and community data requests.

  • Receive training and participate in ongoing communities of practice to develop full competency with Find Child Care Oregon or other databases adopted by DELC to track data on early care and education programs in Oregon.
  • Extract data and create documents to provide a coherent picture of child care and early learning in our region.
  • Create narratives for reporting to capture grant activities for multiple grants.
  • Track data for internal projects and report as necessary.
  • Use ORO to extract training data for reports.
Required Knowledge, Skills and Abilities

QUALIFICATION STANDARDS:

Education:
Bachelor's Degree in Education/Early Childhood Education or related field OR a step 10 on the Oregon Registry Online.

Experience:

Minimum of two years' experience in providing technical experience to early care and education programs, coaching and training adults or working in grant/contract funded programs.

Experience in fiscal management and supervision of adult colleagues.

Additional requirements:
* · Ability to be listed and maintain registration on the Oregon Central Background Registry.
* · Ability to obtain and maintain Master Training status through the Oregon Center for Career Development in Early Care and Education.
* · Ability to obtain and maintain a Current Infant Toddler First Aid/CPR card.
* · Ability to obtain and maintain a Step 10 on the Oregon Registry.

  • Thorough understanding of State of Oregon's Quality Rating Improvement System (Spark) licensing, and exempt care requirements.
  • Thorough, current knowledge in the field of Early Childhood Education and Child Development. Mastery of the subject area of a sufficient level to offer high quality trainings.
  • Excellent interpersonal skills in working with child care providers, children, parents, students, faculty, community partners, and staff. Ability to consistently operate within the framework of collegiality and teamwork.
  • Proficiency in developing and implementing trainings that are based on the most current early childhood education, parent education and child development research.
  • Demonstrated knowledge of various teaching methodologies for instruction to a variety of ages, backgrounds, and learning abilities.
  • Demonstrated commitment to continued professional development.
  • Ability to develop and manage grants accounts and budgets.
  • Must possess excellent planning, organization, and time management skills, and the capacity to build collaborative partnerships with stakeholders, and provide services that are culturally competent and appropriate to the needs of the target audience.
  • Demonstrated knowledge and understanding of issues surrounding systemic inequity, systemic racism and the ongoing pursuit of methods to address these both individually and within group process
  • Must be able to perform independently the duties of the position efficiently and effectively.
  • Requires the ability to communicate formally and informally with a wide range of contacts and demonstrate tact, diplomacy, empathy, and friendliness in dealing with people under stressful conditions, either by phone or in person.
  • Must be able to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities.
  • Must possess the skills and ability to use equipment necessary to carry out job responsibilities (e.g. computer and virtual training software, cell/telephone, facsimile machine, projectors, digital cameras, and video recorders).
  • Must be able to travel throughout the region and to other required opportunities, including overnight and/or on weekends.
