Geosyntec has an exciting opportunity for a Senior Permit Specialist to join our Aspect Consulting Branch in the Seattle or Yakima, WA offices, remote work location, or a hybrid schedule, at the company's discretion. In this role, you will work on complex projects involving water supply management and permitting. Our water resources group work on projects ranging from water supply development, water supply management, water rights, mining hydrogeology, contaminant hydrogeology, regulatory permitting, and source water protection.

Essential Duties and Responsibilities:

Collaboration and mentoring are cornerstones of our firm's culture. You should expect to work closely with experienced professionals who will help integrate you into Geosyntec and Aspects culture as you advance to this next stage of your career. We operate under a sell-manage-do culture, and so we expect that youd work on challenging technical projects while leveraging your existing knowledge and experience to help expand current firm practices and capabilities through business development and client management. You will be engaged in a wide range of permitting and technical duties within our water resources practice, with a focus on projects in the northwest. Building on your past work experience with mentorship from our senior staff, your typical responsibilities will include:

  • Helping client and agency interactions under the mentoring of an Aspect Principal;
  • Mentoring staff-level water rights professionals as part of your project team;
  • Presenting technical information to state and local agencies and the public;
  • Technical report writing;
  • Reviewing and interpreting water rights files with Nevada water law, including Nevada Revised Statutes Chapters 533 and 534, Nevada Administrative Code Chapters 533 and 534, Nevada Division of Water Resources policies and procedures, and case law;
  • Reviewing and interpreting water use data, including aerial photos, metering data, land use, and crop records;
  • Conducting field investigations, including estimation of water use, well inspections, streamflow monitoring, and a range of related activities to support water resource projects;
  • Performing simple to complex quantitative spreadsheet analyses;
  • Performing a range of water rights permitting activities, including new and change applications;
  • Helping implement water rights purchases and sales through due diligence investigations;
  • Supporting environmental permitting (e.g., NEPA, NPDES, and parallel state-administered programs); and
  • Assisting in hydrogeologic and engineering tasks related to water resource permitting projects.

Here are some other things you should know about this position:

  • Must be able to work outdoors in all weather conditions in rugged and sometimes remote field locations for extended periods of time.
  • Must be able to travel long distances and accommodate occasional overnight travel. Travel is most often in Nevada, central Washington, the greater Puget Sound area, and northern Oregon.
  • Must be able to operate cars, vans, and pickup trucks in various weather conditions and after dark.

Education and Licensure:
  • Bachelors degree in geology, engineering, environmental science, environmental planning, geography, or related fields. (required)
  • Advanced degree the same. (preferred)
Skills, Experience and Qualifications:
  • At least 8 years of professional environmental experience, including experience with conducting water right reviews or water right transfers, preferably in the Western United States; or equivalent combination of education and experience. (required)
  • At least 3 years of direct experience working on water rights permitting in Nevada. (required)
  • Ability to collect and interpret complex water policy and legal issues, including a high level of attention to detail and thorough documentation.
  • Practical knowledge of GIS/CAD, data entry and management using excel and database software, and field data collection and analysis methods.
  • Strong quantitative and analytical skills.
  • Clear writing, communication, and speaking skills.
  • Experience with multi-disciplinary project teams.
  • Experience with project management and business development.
  • Excellent leadership and detail-orientation skills.
  • Ability and willingness to perform occasional fieldwork and travel.
  • Valid U.S. drivers license and a satisfactory driving record for business travel. (required)

Below are the potential compensation ranges that we in good faith believe are applicable for this role at the time of this posting and are only applicable for jobs to be performed in the specified Washington locations below. The typical base salary range for this position is just one component of Geosyntecs total compensation package for employees. Actual compensation will be determined based on education, experience, skill set and location.

  • Minimum Salary: $104,580/year / Maximum Salary: $158,605/year (Yakima)
  • Minimum Salary: $115,040/year / Maximum Salary: $174,470/year (Seattle)
