Job Description

POSITION SUMMARY:
The Facilities Manager is responsible for supervising both full time and part time employees in the maintenance and improvement of all downtown and North Campus County facilities (i.e. Courthouse, Services Center, and Agricultural building) and satellite offices.

as well as all Magisterial District Justice offices in and adjacent to the City of Reading and assigned County owned vehicles and equipment associated with the operations therein.


POSITION RESPONSIBILITIES:


Essential FunctionsThe duties and responsibilities of this position include, but are not necessarily limited to: Schedule, assign, and oversee the daily duties of general Maintenance employees and specialized (craftsmen/licensed) Maintenance employees.

Evaluates staff performance through assignments, reviews assigned work for accuracy, provides training and assistance when difficult and unusual problems arise, and appropriately recommends hiring, promotion and disciplinary actions.

Evaluate staffing needs, including carrying-out the hiring and termination processes. Coordinate and oversee repairs and renovation projects in the downtown facilities. Meet with internal departments to evaluate and assess requests for improvement. Develop improvement project cost estimates when required. Inventory and restock custodial and maintenance supplies for all downtown buildings and north campus. Manage and monitor the budget for new equipment and supplies.

Utilize County financial software to enter and track requisitions for goods, materials and services in strict compliance with the County's procedural and statutory procurement requirements.

Schedule and assign daily lawn care and grounds maintenance duties to employees to all areas for which the Facilities department is directly available.

Schedule, assign and oversee the proper cleaning, sanitation and custodial upkeep of all common and private office areas, corridors, hallways, elevators, restrooms and lobbies.

Schedule weekly on-call rotation. Enter and track worker's compensation claims. Manage the destruction of sensitive documents for various departments.

Maintain in full working order and troubleshoot problems related to specialized systems within the Facilities, including but not limited to the elevator systems, fire detection/suppression systems and equipment, and thermal control systems.

Maintain the good condition, safety and security of the Services Center parking garage. Assist in the preparation of the annual departmental budget and development of capital expense forecasting.

Schedule, assign and oversee snow and ice removal to ensure that all sidewalks, walkways and vehicular areas are clear and passable.

Prepare repair/project status reports for the Deputy Director and/or the Director of Facilities & Operations. Utilize Computer Maintenance Management System (CMMS) to input and monitor maintenance requests. Utilize County financial systems to procure materials and contracted services when required. Utilize building automation system to control HVAC systems. Review and update employee safety policies and training initiatives, and participate in Safety, Evacuation and Emergency Planning Committee Meetings. Assist in the development and implementation of departmental policies and procedures. Assist in ongoing process improvement efforts in related areas of the department. Available to participate in a 7-day 24 hr. on call rotation program.

Other duties as requiredMINIMUM EDUCATION AND EXPERIENCE:
Graduation from an accredited Trade school. 10 years of experience in the building /maintenance trades is necessary. Considerable supervisory experience at the level of Assistant Maintenance Manager. Any equivalent combination of training and experience that provides the required knowledge, skills and abilities.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
Strong working knowledge of managerial and administrative principles, techniques and practices.

Comprehensive knowledge of building maintenance and repair methods and requirements as well as Life Safety Codes; comprehensive knowledge of work standards and practices in various building trades.

Knowledge of facility HVAC systems, including large-scale chillers, air handlers, boilers and cooling towers.

Knowledge of mechanical equipment, air-conditioning, refrigeration, fire alarm systems, standby emergency power and preventative maintenance programs, demonstrated ability to plan and direct work of staff.

Ability to read and interpret building plans and specifications; ability to establish and maintain effective working relationships with employees and the ability to inspect the work done by skilled tradesmen and others employed on repair projects.

Knowledge of Governing authority, such as, but not limited to, OSHA, DEP, Department of Health Regulations and Requirements. Ability to coordinate several projects simultaneously, maintain project schedules and consistently meet deadlines. Strong organizational and technical skills of all involved trades. Sound strategic problem-solving skills. Extensive knowledge and work experience in office support services including methods, procedures, and office practices. Extensive knowledge of data entry, computer operations, and automated/electronic record keeping. Considerable knowledge of the English language, including correct spelling, grammar and punctuation. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with associates, subordinates and outside agencies. Ability to adhere to all County policies and procedures, and appropriately engage services provided by other County departments.

Ability to analyze problems and communicate with the general public, staff, and other department heads in a prompt and courteous manner.

Ability to organize department staff and develop effective work methods. General knowledge in financial accounting practices gained through work experience and County preferred practices. Ability to type accurately and to compose effective correspondence. Ability to handle stress. Physical presence at various worksites is required.

PHYSICAL DEMANDS:
Ability to sit and stand for extended periods. Work involves sitting, standing, walking, talking, hearing, using hands to handle and feel objects, tools or controls. Vision abilities required by this job include close vision and ability to adjust focus. The employee must have the ability to lift and/or move objects up to 25 lbs. The manager may be required to inspect work sites in all weather extremes (hot and cold). The inspections may be for extended periods. The incumbent must be able to operate a County vehicle (automobile or truck). May occasionally wear heavy/hot protective gear (safety vest, hard hat, hearing and eye protection, masks and steel toe shoes).

WORKING ENVIRONMENT:
Position requires work in both normal office and construction or maintenance environments. The position involves frequent travel throughout Berks County. Work may be performed in noisy areas, small spaces, and dirty conditions. May experience extremes of heat and cold during normal work days. Able to work extended shift(s) during a Facilities Emergency. Primary work location is the Downtown Campus.
