Oracle Local Government team is hiring a Program Manager/ Consulting Lead - Utility Billing


Running on a modern, secure cloud infrastructure, NetSuite for Government is specifically designed for the needs of small-to-midsize state and local government agencies.

It provides a single, integrated system for streamlined accounting, grants management, payroll, planning and budgeting, human resource management, and more.


The NetSuite for Government team is hiring an entrepreneurial Oracle Utilities consultant to deliver a best-in-class implementation and customer experience to our first few Utility Billing customers. This person will work closely with the Vice President of Products and the Utility Billing Product Manager to define an industry-leading implementation experience for small local government agencies adopting Oracle's Energy and Water Customer Solutions. This is an entrepreneurial role in a fast-moving business unit.
We are looking for someone who brings deep product expertise on Oracle Utilities Customer Cloud Service (CCS) or Oracle Utilities Customer to Meter (C2M) but is willing to question the status quo and think creatively on how to tailor both the product and the service delivery for a much simpler audience.

What you will do:


  • Help define the product offering in partnership with product management and engineering
  • Lead customer discovery conversations to identify critical user needs across the NetSuite for Government user base
  • Customize and configure CCS to deliver a simple user experience while meeting all critical customer needs
  • Conduct product demos of pre-configured CCS instances to gather customer feedback
  • Work with product and engineering teams to action customer feedback and incorporate changes into longer term-product roadmap
  • Act as the
    internal product expert on the development team to advise on Oracle Utilities product architecture
  • Develop implementation accelerators for common local government utility customer archetypes related to water, wastewater, sanitation, gas, and electric utility billing needs

  • Assist go-to-market teams with demos
  • Develop and maintain a north-star demo environment of CCS and lead demos with prospective customers
  • Act as the product expert within the sales team to answer questions from prospective customers and provide industry expertise on leading practices

  • Lead service delivery for multiple implementation projects
  • Lead the software implementation for the first set of local government Utility Billing customers
  • Configure and customize the customer's CCS environments in line with local government customer needs
  • Develop standardized reports for municipal utilities including AR aging reports, credit and collections, etc.
  • Lead a team of consultants on migrating off of legacy utility billing solutions currently operated by customers
  • Collaborate with engineering on developing integrations between CCS and novel 1P and 3P software solutions for paperless billing, payments, bill printing, etc.
  • Establish the data conversion strategy for local government utilities customers and lead a team to migrate premise, meter, customer, and transactional data for new Utility Billing customers
  • Deliver in-person and virtual training to new Utility Billing customers
  • Create test cases across reporting, integrations, conversion, and enhancements for ensuring zero-defect delivery to new Utility Billing customers

  • Reimagine the service delivery methodology for Oracle Utilities
  • Redesign the Oracle Utilities implementation playbook for a simpler customer segment
  • Develop repeatable consulting methodologies, tools, and playbooks to prioritize speed over customization, while ensuring a best-in-class customer experience for local government utilities customers
  • Create consulting artifacts such as client presentations, 80% project plans, data migration templates, and training materials that allow teams to deliver on Utility Billing implementation projects at lightning-fast speed

  • Mentor and train junior team members on the Oracle Utilities platform
  • Train new consultants on the Oracle Utilities product framework and underlying data model

Responsibilities

Who we are looking for:

  • BS or MS degree or equivalent experience in computer science, IT, software engineering, management information systems or mathematics
  • Proven track record of
    5 years designing and developing on the Oracle Utilities Application Framework using Java, Groovy, and/or application scripting
  • Experience and knowledge of Oracle Utilities products
    (CC&B, C2M, CCS, WACS, WAM, MDM, etc.) and underlying data models

  • Proven track record of implementing Oracle Utilities products for at least 8 years across customers of all sizes; Experience with small and medium municipal customers a plus
  • Certification in CCS/C2M will be an added advantage
  • Demonstrated
    ability to lead multiple consulting engagements and work effectively and collaboratively with customers, product management, sales, and engineering

  • Superior written and verbal communication skills including leading presentations with senior client stakeholders

US:

Hiring Range:
from $87,800 to $199,500 per annum. May be eligible for bonus and equity.


Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

7. 401(k) Savings and Investment Plan with company match

Paid time off:
Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits.

For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment.

Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

Paid sick leave: 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
