Under the direction of the Staff Services Manager I, the incumbent is responsible for performing a wide variety of progressively difficult and complex duties with regards to personnel and payroll matters.
Duties include but are not limited to, providing reports and assistance on varied and difficult personnel related processes and procedures; serve as lead analyst, ensuring compliance over policy and procedure as it relates to personnel/payroll procedures; utilizes a high degree of independence and problem-solving ability, researching personnel and payroll issues to provide alternative recommendations or solutions; and keeps the manager proactively informed of progress and potential problem areas.
The incumbent also maintains integrity of departmental data systems such as Human Resource Information System (HRIS) and annual reporting to the Department of Finance (DOF); serving as a Subject Matter Expert (SME) acting as lead in complex special projects related to payroll services.
Position exists at 751 N Street
The position is located in the heart of downtown Sacramento within walking distance to light rail, farmer's market during the summer months, the Golden 1 Center, the California State Capitol, historical Old Sacramento and a variety of retailers, restaurants, and food trucks.

Statement of Qualifications Requirements
A Statement of Qualifications (SOQ) is Required. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. The SOQ is not a resume or cover letter.
The SOQ must be typed, no more than two pages in length, Arial font, no less than 12-point, your name must be in the right-hand corner of the first page, and must include a response to all statements below, including specific examples.
- Describe the extent of your knowledge and/or experience with payroll, specifically as it relates to Salary Advances, Accounts Receivables, Salary Determinations, and Salary Rules and Government Codes.
