Position Overview
As the Military and Federal Government Contracts Manager at ZOLL, you will collaborate with and support the Global Military sales team. This role involves managing, negotiating, and overseeing Military and Federal Government Contracts while safeguarding ZOLL against potential risks. Ideal candidates will possess a strong background in creating, negotiating, administering, and monitoring Military and Federal Government agreements. Previous in-house experience in Government Contracting, particularly with entities like the Defense Logistics Agency (DLA) and the Veterans Administration (VA), is crucial. Additionally, this position entails assisting with bids, proposals, and other transactions related to Military and Federal Government contracts.

Key Responsibilities

  • Review and interpret contract terms to ensure alignment with regulatory frameworks like the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), in addition to corporate policies. Provide necessary guidance and support.
  • Oversee the entire government customer experience process from quoting to contract closure, ensuring strict compliance with contractual obligations.
  • Enhance departmental procedures to streamline operations, reinforce redundancies, and ensure comprehensive contract compliance per FAR / DFARS and company guidelines.
  • Serve as the primary liaison with Government Contracting Officers, enabling smooth contract administration and negotiation.
  • Identify and address deviations from corporate standards, propose suitable modifications, and collaborate with internal stakeholders across various departments for alignment.
  • Ensure all negotiated agreements receive approval and adhere to ZOLL's policies and procedures.
  • Provide training and guidance on relevant areas to business partners.
Educational & Professional Requirements
  • Bachelor's Degree required
  • MS/MBA/JD preferred
  • Minimum of 8 years of experience in managing government contracts, preferably within the Medical Device Industry
  • Experience working with the DLA and the VA
  • NCMA - CFCM Certification is highly desirable
Skills and Qualifications
  • Thorough understanding of the Federal Acquisition Regulations and FAR Supplements.
  • Expert negotiator with strong influencing abilities to handle negotiations in a constructive manner.
  • Proven capability to communicate complex legal matters clearly and concisely to both internal and external stakeholders, establishing credibility at all levels.
  • Excellent written communication skills with a focus on precision and clarity.
  • Exceptional analytical skills for resolving critical issues pragmatically and creatively.
  • High attention to detail ensuring accuracy, consistency, and completeness.
  • Proficiency in Microsoft Office tools (especially Excel and Word), Oracle ERP, and Adobe Acrobat.
  • Familiarity with DocuSign, and Contract Safe or a similar contract management system is a plus.
