Summary


This position is located in the Office of Customer Education and Outreach (OCEO), in the Office of Public Affairs (OPA) of the Commodity Futures Trading Commission (CFTC).

OCEO supports the Commission by creating and distributing financial education and outreach opportunities to help people make informed investing decisions and avoid fraud, deception, and other violations of the Commodity Exchange Act (CEA).

Duties


If selected for this position, you will research and monitor emerging market trends, developments, and fraud data in order to influence the education initiatives.

Expertly researches, prepares, and evaluates reports and studies to discover emerging market developments and fraud trends.

Independently prepares research reports involving incoming tips and complaints from customers affected by potential fraud, unfair business practices and other violations of the CEA.

Identifies specific analyses needed for these reports and studies and independently completes the work.

Uses derivatives industry knowledge, as well as, knowledge of digital assets (including blockchain and the ecosystem of companies in the digital asset space) and a variety of data sources to research, gather and compile complex information to support the OCEO's strategic goals surrounding education initiatives.

Keeps abreast of authoritative sources of information both, typical and uncultivated in the industry, including, but not limited to market insights from market participants, industry and technology updates, and reports and data internal and external to the CFTC.

Identifies the need for developing additional analytic tools to improve the efficiency and effectiveness of OCEO's work. Performs detailed data analyses to uncover specific trends regarding fraud, unfair business practices, and other violations of the CEA. Prepares reports for public dissemination, including tables, charts, and, where appropriate, accompanying commentary.

Makes recommendations to OCEO and OPA leadership about internal or external resources that may be required to meet challenges posed by identified risks, threats, in order to educate customers with fraud prevention information in the markets that CFTC regulates.

Establishes and maintains contacts with market participants and other external sources, including federal and state governmental agencies.

Assists with the planning and organization of OCEO hosted conferences and attends OCEO outreach functions, observes and hears customer complaints at these events which is used to inform their work.

Uses analytical techniques to provide expert guidance and insight related to OCEO's strategic objectives.

Continuously reviews strategies, practices and/or policies, related to the acquisition, processing, auditing and dissemination of the broad assortment of data accumulated by the Commission from public and private sources and resolves detected problems.

Visualizes the impact of alternative strategies and methods, assesses the feasibility, effectiveness and necessity of unusual approaches and identifies the effects associated with implementing proposed standards, regulations, and policies.

Measures the effectiveness of OCEO educational initiatives in order to generate ideas for new programs, policies, and approaches to protect investors and help customers avoid fraud, deception, and other violations of the Commodity Exchange Act (CEA).

FinTech

  • Knowledge of commodity derivatives and digital assets including blockchain and the ecosystem of companies in the digital asset space.
Data Analytics

  • Knowledge of analytical techniques in order to research, gather and compile complex information.
Data Programming

  • Skill in the use of software applications and data systems for analyzing, reporting, and visualizing data contained in Commission databases in conjunction with other data sources.
Oral and Written Communication -


Ability to communicate orally and in writing effectively with employees, managers, CFTC leadership, and, as required, with external agencies and the public.

Qualifications

To Qualify for the CT-14 level:


Applicants must possess one year of specialized experience equivalent to the CT/GS-13 level in the Federal service, or comparable experience.


Specialized experience is defined as that through which one has gained comprehensive knowledge of commodities derivatives and digital assets sufficient to identify, develop, and evaluate reports and studies.

Experience using analytical techniques in order to examine large volumes of data to identify outliers, trends, and relationships between different factors; and experience using software applications for analyzing, reporting, and visualizing data contained in databases in conjunction with other data sources.

This is a Bargaining Unit Position located in the National Treasury Employee Union (NTEU) Chapter 337.
