Position Description :
Serco is seeking a Sr. Financial Analyst to handle full lifecycle program finances for our Air Force portfolio - (100% Remote).

The portfolio currently has a $62M in annual revenue profile, multiple contract types (FFP, T&M, and CPFF) with more than 15 Project/Program Managers.

This position will report to the Sr. Business Finance Manager.

This role calls for a well-rounded self-starter who thrives in a fast-paced, demanding environment.

Key attributes we are seeking for this role, include the ability to multitask and prioritize deliverables, strong Excel and financial system acumen, and knowledge of managing program finance across various contract types.

The selected individual will consistently demonstrate high levels of technical and professional knowledge and quickly assimilate new information. The successful candidate will have a strong program control background with experience in a task order driven environment.

In this role you will:


Provide cost, schedule and funding planning, reporting, monitoring and analysis support to Program Managers including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and Bill of Materials (BOMs) and development of time-phased budgets.

Lead project set up in compliance with contractual terms, conditions and requirements.

Prepare program financial Estimates at Complete (EAC) and meet deadlines for submission requirements.

Identify project risks and opportunities and provide analytical contribution in working resolution with PM, Contracts, Procurement and Finance/Accounting.


Monitor costs and hours on a weekly basis ensuring that actuals are within budget and charged to the correct job number.

Process cost transfers as required.

Perform analytical review and arithmetic checks of cost reporting documentation.

Prepare accurate and complete variance analysis and reporting.

Prepare/Support Internal Program Review presentations for management.

Prepare financial Contract Data Requirements (CDRL) for programs. Ensure contractual requirements are met and customer financial deliverables are accurate and on time.

Perform ad-hoc pricing on the contract as requested by PMO and others.

Monitor funding status, providing reliable and timely notification of funding status by line item detail as required.

Support accounts receivable as required during the billing processing.

Monitor billing status and unbilled issues, working with Finance, Contracts, Accounting and PMO to resolve issues in a timely manner.


Prepare subcontractor and vendor accruals as services/goods are received in accordance with GAAP and internal policies to ensure that the project ́s cost/commitment is accurately captured and reported internally and externally.

Ensure program revenue and profit is recorded in compliance with the EAC.

Analyze profit risks and opportunities and advise management on the optimal path forward.


Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR and all company policies and procedures as they related to contract performance and financials.

Provides guidance to less experienced Project Controllers.

Qualifications:
In this role, you will have:

United States Citizenship

A bachelor's degree in Finance, Business, Economics, or a related field

Minimum 8 years of professional related experience

Must have experience with Financial Planning & data analysis:Budgeting

Forecasting

Variance analysis

Demonstrated ability to communicate effectively and collaborate in a team environment with a focus on high professional standards, strong follow-up, and successful project execution

Advanced proficiency using MS Excel is required

Additional desired experience and skills:
Experience in government contracting

Knowledge of various contract types (Fixed-Price, T&M, CPFF)

Deltek Costpoint, Power BI, and Oracle experience desired
