The Garrett Group is currently in search of a Naval Aviation Analyst for an upcoming contract assignment at the Joint Center for Electromagnetic Readiness (JCER).

This role plays a crucial part in conducting routine assessments of service deployment certification events and mandatory prerequisite training essential for deployments supporting Combatant Commands (CCMDs).

JCER carries out these responsibilities through thorough evaluations of venues, events, and units, while upholding established standards such as the Universal Joint Tasks (UJTs) and the EMOE Characterization Framework.


Qualifications for candidates include:

Required Experience:
Expertise specializing in fighter/attack combat aircraft; however, experience in other armed aviation platforms is acceptable.

Operational level experience, with a preference for candidates with higher-level broadening assignments such as Joint, CCMD, and Service level staff.

Proficiency in developing detailed mission analysis and resource integration to determine capabilities meeting mission requirements.

Understanding of current service capabilities and tactics, with knowledge of vulnerabilities in the presence of threat EMSO, to make recommendations to service or joint tactics, weapon schools, or publications based on JCER evaluation findings.

A minimum of twelve (12) years of demonstrated relevant experience in Naval Aviation.

Desired Experience:
Experience analyzing threat data and managing the receipt and dissemination of foreign intelligence information.
Ability to evaluate emerging EMSO threats to present findings, conclusions, and recommendations based on evaluation results.
Training and certification as a Project Management Professional (PMP) is highly recommended for individuals lacking desired military leadership experience.
At least fifteen (15) years of demonstrated relevant experience in Naval Aviation.
Conducting tactical, operational, and strategic-level research on the impact of existing and emerging EMSO threats to joint operations.

Performing studies, research, reporting, and making recommendations concerning instrumentation and evaluation resources necessary to execute risk reduction and evaluation events, ensuring the coordination of communications, logistics, materiel, data collection, personnel training, issue and alternative definitions, and personnel requirements for each designated activity.

Collaborating with partnering agencies that share interests in supporting data collection, reduction, or JEMSO operations alongside JCER evaluations.
