Introduction: The Office of Consumer Counsel (OCC) is offering a fantastic opportunity for a Legal and Regulatory Director. Position Highlights: Reporting to the Consumer Counsel, the Legal & Regulatory Director will play a vital role in ensuring affordable, reliable, and sustainable energy and water in Connecticut. The Legal Director will lead a team of attorneys and technical staff and participate in cases in administrative and judicial settings, including litigating cases in state and federal appellate courts. The Legal & Regulatory Director will also support the Consumer Counsel with policy development on utility regulatory reform, grid modernization, electrification, energy affordability, and water quality and service.

  • In coordination with the Consumer Counsel, direct staff and operations of the agency's legal and technical divisions to ensure coordinated strategy in rate cases, other PURA proceedings, and litigation;
  • Coordinate with legal and technical staff on formulating OCC regulatory priorities and objectives;
  • Facilitate communication throughout the agency;
  • Manage departmental structures, work plans, and evaluation processes;
  • Conduct research on legal issues related to the agency's regulatory work;
  • Examine potential litigation and appeals;
  • Draft and review legal documents;
  • Participate in the drafting and review of legislation, regulations, and policies;
  • Manage responses to FOIA requests;
  • Ensure compliance with policies, procedures, and laws;
  • Testify before legislative committees;
  • Perform other related duties.

Occasional travel and participation in events outside regular work hours may be required.

About us: The OCC is an independent state agency advocating for consumer interests in energy, water, and telecommunications in Connecticut. The OCC is instrumental in facilitating the transition to cleaner energy and ensuring equitable access to essential services for consumers. The OCC actively participates in regulatory proceedings to elevate consumer interests at state and federal levels.

Selection Plan: To be considered for this role, you must be a current State of CT employee of the agency for at least six months, meet the Minimum Qualifications, and specify your qualifications on your application.

Purpose of Job Class (Nature of Work): This role involves leading the legal staff of the agency and serving as a legal advisor on complex legal matters.

Knowledge, Skill and Ability: Requires knowledge of management principles, laws, statutes, regulations, and excellent interpersonal and communication skills.

Minimum Qualifications - General Experience: Five years of experience as an attorney with responsibility for legislative and/or regulatory programs.

Minimum Qualifications - Special Experience: Two years of supervisory experience.

Preferred Qualifications:

  • Experience overseeing rate cases and understanding utility regulatory principles;
  • Experience in energy markets, clean energy, cybersecurity, and reliability programs;
  • Administrative law experience;
  • Experience in litigation;
  • Experience addressing policy challenges in the energy sector;
  • Experience supervising effective teams;
  • Experience in program development and communication skills;
  • Experience in contracting, governance, and FOIA functions.

Special Requirements: Must be admitted to practice law in Connecticut.
