# Project Overview:

Bechtel National, Inc. (BNI), Bechtels government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is a multi-year, multi-billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energys largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administrations largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project currently works on a 4X10 work week schedule. Start times are flexible but the standard work week is: Monday - Thursday from 6:00 am to 4:30 pm.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance,

# Job Summary:

This position reports to the UPF Project Controls Automation and Integration Lead and is responsible for EVMS Systems Support activities as well as strategic analysis and reporting of project performance data as assigned. In this role, you will perform cost estimating, analysis, control activities, schedule development, maintenance, reporting, monitoring activities and oversee the upkeep of the detailed project risk register. You will assist in preparing cost/schedule data for proposals and present at stakeholder meetings. Your work ensures projects stay on track, on budget, and ahead of the competition.

# Major Responsibilities:

+ Performs cost estimating, analysis, and control activities and schedule development, maintenance, reporting, and monitoring activities, as directed

+ Collects or receives, as directed, drawings and other scope definition documentation that applies to assigned discipline or commodity specialty and verifies adequacy and completeness

+ Performs, as directed, routine quantity takeoffs, within discipline or commodity specialty, from engineering and construction drawings

+ Collects and tabulates quantity data for summary comparisons and reconciliations, or verifies quantities provided by others

+ Prepares and presents cost/schedule information at meetings, as directed

+ Assists in preparing cost/schedule data for proposals or contracts

+ Gathers and verifies data on schedule, work force, and quantities to update and status discipline or specialty progress and performance reports

+ Perform ad-hoc data analysis and reporting of project performance and other data as directed by management with a focus on EVMS compliance and measurement

+ Track and manage Software Quality Assurance requirements as pertains to Project Controls automation tools

+ Provide usability, technical, work process, integration and administrative support for Project Controls tools and utilities

+ Facilitate the authoring of user guides, training materials and lessons learned documents related to automation tools

+ Conduct training and mentoring of automation tools for project personnel as required

# Education and Experience Requirements:

+ Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience

+ Must be a US citizen

+ Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education

+ Must be able to obtain site security badge for access to work site

# Required Knowledge, Skills, and Abilities:

+ Effective oral and written communication

+ Proven attention to detail and quality focused

+ Skilled in understanding technical processes and interpreting technical requirements

+ Ability to work independently and as part of a team to meet project requirements

+ Proficiency in using several basic software applications such as Excel, Word and PowerPoint.

+ Experience performing statistical analysis, and computer operations

+ Intermediate competencies in Microsoft SQL Server and/or Oracle administration

+ Experience working with Primavera P6 installations

+ Knowledge and demonstrated experience in using Structured Query Language (SQL) with Microsoft SQL Server and/or Oracle databases

+ Knowledge and demonstrated experience in Web Server Administration that includes: Internet Information Server (IIS), Tomcat, and WebLogic

# Preferred Experience:

+ Experience with DOE or major EPC project principles and procedures

+ Experience with the DOE Earned Value Management System (EVMS)
