San Mateo County Health's Correctional Health Services Division is seeking an experienced Substance Use Disorder (SUD) Senior Community Program Specialist - Correctional Health.

The SUD Program is a substance use disorder treatment program for incarcerated adults.

The Program provides substance use education and relapse prevention, domestic violence prevention training, and life skills, and helps inmates move from jail to community treatment programs.


There is currently one regular vacancy in the Correctional Health Division; this position will work at both the Maguire and Maple Street Correctional Facilities located in Redwood City, with a schedule of Monday - Friday from 7 a.m.

- 3:00 p.m.


The SUD Senior Community Program Specialist, under the direction of the SUD Program Supervisor, will work as part of a collaborative team and perform a variety of technical tasks and community development work related to the planning, implementation and coordination of the SUD Program as they relate to a comprehensive service-delivery system, including meeting and assessing incarcerated adults for SUD; management of ASAM process for authorization of treatment; in-custody Medically Assisted Treatment (MAT) for alcohol and other drugs; provide lead direction for assigned staff working on specific projects; establish basic programmatic policies and coordinate functions with other areas which may include transportation, veteran's services, employment and training, rehabilitation, inmate services, or related community education, outreach, public service and enforcement activities; assist in the development, implementation and evaluation of goals, objectives, policies and procedures related to the SUD Program.


Responsibilities include, but are not limited to:

  • Direct and review the work of assigned program staff.
  • Plan, develop and maintain plans for a program or a major function of a program.
  • Develop and implement planning and research methodology that serves to identify service needs and priorities including the development of survey instruments for use in data collection.
  • Collect, maintain and analyze data and develop a community profile on specific programs.
  • Identify and pool existing resources in the community.
  • Analyzes changes in regulations; evaluates the impact upon program operations.
  • Arrange and/or provide assistance or staff services to service providers, community groups and other special interest groups.
  • Coordinate and work with community partners in a specific community program to identify problems or facilitate program goals.
  • Organize and coordinate workshops, meetings, or sessions for individuals and groups in the community involved in specific programs.
  • Evaluate specific projects, project goals, program goals and client impact.
  • Coordinate specific components of a service-delivery system by identifying, researching and analyzing potential or available resources, by mobilizing resources through to preparation of required documents and materials and by maintaining functional and supporting linkages among service providers.
  • Hold meetings, provides information, identify gaps in services and determine clients' needs.
  • Prepares a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials.
  • Meet with patients and complete biopsychosocial assessment for SUD program eligibility using evidence-based tools to help connect patients with the SUD program and community resources. Facilitate relapse prevention tools and discharge planning while understanding intersectionality of medical, substance use, and mental health needs.
  • Perform related duties as assigned.

Ideal candidate will possess:

  • A recognized AOD certification (i.e. CADAC); in process or willing to acquire certification.
  • Experience in working with individuals with substance use issues.
  • Experience working in a correctional facility/environment.
  • Experience providing lead direction to assigned program staff.
  • Demonstrated experience with program development and implementation.
  • Experience conducting program review and evaluation.
  • Knowledge of available community resources.
  • Understanding of a therapeutic community model.
  • Proficiency in Excel, Python, R, SQL, Tableau, Spreadsheets.
  • Ability to establish and maintain effective working relationships with those encountered on the job.
  • Fluency in Spanish or Tagalog is preferred, but not required.

Security Clearance:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

A typical way to qualify is five years of experience in an organization providing social services, which has included responsibility for community service development such as planning, evaluating, monitoring or coordinating projects.
