POSITION PURPOSE:

Consistent with the Iowa Board of Certification (IBC) Standards, the counselor is a member of the MercyOne Dubuque Medical Center multi-disciplinary treatment team and is accountable for the delivery of holistic, compassionate, individualized, and effective care demonstrated by the use of the core functions of practice associated with the counselor role.

POSITION EXPECTATIONS:

  1. Adheres to the principles of caring and expected behaviors outlined in MercyOne Dubuque Medical Center's Model of Caring and Trinity Health's Code of Conduct, fostering a climate where all customers are treated in a manner consistent with MercyOne Dubuque Medical Center's Mission and Values.
  2. Maintains a working knowledge of applicable Federal, State and local laws and regulations, Trinity Health's Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.
  3. Maintains a professional, collaborative work environment so as to foster a positive public image for MercyOne Dubuque Medical Center.
  4. Knows and adheres to all laws and regulations pertaining to patient health, safety and medical
  5. Practice within the legal scope of a professional counselor as outlined by the Iowa Board of Certification and retain accountability for one's own counseling practice.
  6. Utilize research and evidence-based practice standards in the delivery of patient care.
  7. Continuously seek out opportunities to improve the quality of patient care delivery through innovative and creative problem solving.
  8. Support and participate in shared leadership and interdisciplinary decision-making.
  9. Demonstrate ethical conduct and practice consistent with the Code of Ethics for Alcohol and Drug Counselors.
  10. Contribute to the positive image of counseling practice and enhance the magnetic culture of the organization by modeling professional behavior both in the organization and in the community.
  11. Serve as a teacher, mentor, and coach to patients, students, new nurses, peers, other colleagues, and staff.
  12. Embrace change and lifelong learning, taking personal accountability to seek out experiences that reflect current practice in order to maintain skills and competence in clinical practice and role performance.
  13. Seek feedback concerning one's own practice.
  14. Performs other duties consistent with purpose of job as directed.

REPORTING RELATIONSHIP:

MercyOne Dubuque Medical Center supports a shared leadership philosophy and encourages staff to demonstrate accountability for their own practice. Therefore, the nursing organization reflects a flat structure. The counselor reports to a supervisor or clinical director, who in turn reports to the Vice President of Patient Care Services. No subordinates formally report to this position, but the incumbent may serve as a mentor to other staff and may delegate activities to unlicensed assistive personnel as outlined in the MercyOne Delegation Policy.

DUTIES AND RESPONSIBILITIES:

The professional counselor will adhere to the IBC content. IC&RC Alcohol & Drug Counselor Job Analysis identified four performance domains:

  1. Screening, Assessment, and Engagement
  2. Treatment Planning, Collaboration, and Referral
  3. Counseling
  4. Professional and Ethical Responsibilities

WORKING CONDITIONS AND PHYSICAL DEMANDS:

  1. In an 8-hour day, the employee must be able to sit for 6 hours and stand/walk for 2 hours.
  2. Occasionally (6-10% of work time) required to bend/stoop, reach above shoulder level, kneel, and push/pull.
  3. Position required occasional (6-10% of work time) lifting and/or carrying up to 10 lbs.
  4. Requires ability to respond to unpredictable situations frequently.
  5. Requires the ability to record activities independently or with a device assistant.
  6. Job requires high level of mental concentration to attain established deadlines. Working environment includes frequent interruptions.
  7. May be exposed to marked changes in temperature and humidity, infectious diseases, hazardous waste, and chemicals.
  8. Must be able to see at near visual acuity level.
  9. Must be able to speak.
  10. Must be able to hear speech.
  11. Must adhere to applicable organizational requirements on an annual basis for Employee Health Directives.

MINIMUM EDUCATION, LICENSURE, CERTIFICATION AND EXPERIENCE REQUIRED:

  1. Master's degree in addiction studies or related field or working on completion of degree.
  2. Licensure as a Licensed Independent Social Worker (LISW) or Licensed Mental Health Counselor (LMHC) preferred.
  3. State certification as a substance abuse counselor or eligibility with completion of certification within one year following date of hire (tCADC, CADC, IADC, IAADC). Not required if licensed as a Licensed Independent Social Worker (LISW) or Licensed Mental Health Counselor (LMHC).
  4. Minimum of two years of clinical counseling experience in a mental health or substance use disorder setting is preferred.
  5. The counselor, if a recovering person, must have a minimum of three years continuous sobriety or freedom from mood altering chemicals.
  6. Maintain continuing education units per the state certification requirements and continuously seek opportunities to enhance their own professional nursing practice.
  7. Child and Dependent Adult Abuse Mandatory Reporter Training is required within 6 months of hire and every 5 years thereafter.
