WHAT YOU NEED TO KNOW (Job Overview):

As a Disaster Program Manager, you will be on the front lines of leading and supervising the implementation of the disaster services program in an assigned geographic territory. You will lead and supervise Disaster Program staff and volunteer teams responsible for local preparation, response and recovery management and management of government partnerships within assigned territory. You will work by identifying local volunteers to implement disaster preparedness, response, and recovery programs in the local area. Ensure the development of Disaster leadership volunteers in each program support functional areas of the disaster cycle to meet the needs of the territory, region, state, and division. You will provide support, development and/or leadership guidance to all volunteers.

  • You will identify, lead, and supervise a volunteer team responsible for implementing disaster preparedness, response, and recovery programs in the local area. You will identify leadership volunteers and work with the functional leads on their development and engagement on projects to build capacity in the assigned geographical area. Hire, train, coach, counsel, and evaluate performance of direct reports and volunteers.
  • Mobilize the local community to prepare for, respond to and recover from emergencies. Meet the needs and expectations of clients and stakeholders. Develop human and material resources (volunteers, partners, community agencies, shelter, and vendor agreements etc.) and work with functional team lead to ensure the full cycle of disaster services is delivered. Develop and cultivate professional relationships with key internal & external partners/organizations. Serve as the Red Cross thought leader on a local level with government and other agencies and organizations involved in disaster. Ensure interface with community leaders, corporations, businesses, and government agencies. Participate in local planning, exercises, and training, to include exercises called by local partners (VOADs (Volunteer Organizations Active in Disaster), EMAs (Emergency Management Agencies) and LEPCs (Local Emergency Planner s Conference) (Local Emergency Planner s Conference)).
  • Act in a facilitative leader role across the disaster cycle. Align with government and work to enable the entire community to participate in all phases of the disaster cycle by shifting from being not only a provider of direct services but also a facilitative leader. Within scope of position, represent the entire disaster cycle of preparedness, response and recovery.
  • Manage local responses by deployment volunteers daily in a rapid and accessible manner. Serve during times of disaster as the operational leadership for the territory/local level. Participate in a leadership role on larger operations regionally, division or nationally.
  • Implement disaster services program goals, objectives, policies, and procedures in a territory in alignment with organization standards. Coordinate the day-to-day functions, with functional leads, that support these programs in accordance with policies and procedures.

WHAT YOU NEED TO SUCCEED (Minimum Qualifications):

  • Education: Bachelor's degree required.
  • Experience: Minimum 3 years of related experience or equivalent combination of education and related experience required.
  • Management Experience: 1 year of lead or supervisory experience.
  • Skills & Abilities: Excellent interpersonal, verbal and written communication skills. Develop project plans & budgets. Demonstrate in-depth knowledge of program or service. Demonstrated ability in creating presentations and developing training modules. Develop strategies to achieve organizational goals.
  • Demonstrated analytical and decision-making skills to develop creative processes for continuous program or service improvements. Proven track record of collaboration, facilitation, problem solving, marketing, leadership, and partnership management. Ability for planning, public speaking, project management and process improvement. Must be customer oriented, organized, and able to operate with an orientation toward solutions, with an external focus, and team orientation.
  • Intermediate proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook.
  • Familiarity with federal, state and local employment laws. Must be able to perform all assigned responsibilities under "grey sky" requirements. Ability to work on a team.
  • Travel: Travel will be required. A valid driver's license is required.
  • Physical Requirements: Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working under challenging conditions. Will include working evenings and/or weekends occasionally.
  • Work Conditions: Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout chapter jurisdiction, state and Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster.
