What You'll Do:

The Employee Benefits Coordinator oversees the benefits program for all SPS employees, working to ensure that all Salem Public Schools employees who are eligible for benefits, and who have elected to receive them, are able to pay for and receive their benefits accurately, and in a timely way. This position is a partner to each of the employees and is available to answer questions, provide information, and ensure that all paperwork and financial deductions are accurate and timely. The Coordinator reports to the Assistant Superintendent of Finance and Operations and works in close partnership with Salem Public Schools Human Resources and Payroll offices, as well as the City of Salem's Human Resources office.

This position is a visible one that connects to almost every Salem Public Schools employee. Success in this role requires attention to detail, strong customer service skills, clear communication skills, and project management skills. Because this position has access to highly sensitive information; discretion and ability to maintain confidentiality is critically important in this role.

RESPONSIBILITIES
  • Manage all payroll and benefits related administrative and accounts payable financial, personnel and administrative functions. Work in close partnership with a diverse range of stakeholders in Salem Public Schools and at the City of Salem.
  • Process and monitor all new school department enrollees, changes and terminations. Manage new hire insurance records through TalentEd PowerSchool. Process all enrollment applications via vendor portals for health, dental, basic life, voluntary life, whole life, critical illness and Flexible Spending. Calculate deductions for each plan with respect to the employee's payroll schedule and enter in the employee's Master File in MUNIS.
  • Together with Payroll and Human Resources develop and deliver onboarding that is timely, engaging, and comprehensive for all new employees.
  • Meet with all new benefit eligible employees and all employees that become benefit eligible (employees who work 20 or more hours per week); ensure that employees understand the benefits they are eligible for.
  • In partnership with the City of Salem, lead the Open Enrollment process for school department employees, including communicating benefit plan provisions, disseminating information about benefits changes and opportunities, hosting information sessions and office hours, being available to employees who have questions and processing enrollment changes and updates; (both written and verbal). Lead school department implementation of the Open Enrollment (Annual Enrollment) process in partnership with the HR department at the City of Salem.
  • Annually calculate the health insurance spreadsheets and create tables to be used in updating the health insurance tables in MUNIS with the HR Department at the City of Salem. Adjust deduction amounts in the Deduction and Benefit Master in MUNIS.
  • Process and monitor 403B accounts and report to Salem's 3rd party administrator. Run weekly and biweekly payroll reports for 403B, Deferred Compensation vendors and Teacher/Para Union Dues.
  • Share information about, monitor, and process the Health Insurance Opt-Out program for employees.
  • Reconcile monthly health insurance invoices with the City Treasurer. Verify and reconcile monthly bills to the active enrollee's deduction registers and prepare payment. Pay school benefit invoices monthly, processing through MUNIS in a timely manner.
  • Process all direct payment and COBRA checks.
  • Process and manage employee garnishments.
  • Process all resignations, non-renewals, dismissals and retirements; maintain a spreadsheet of all benefits, determine which benefits will be ending, calculate any over- or underpayments.
  • Collect and complete all employees' accident and injury reports and send them to HR at City Hall for processing.
  • Monitor payroll spending against the annual budget.
  • Other duties as assigned.
