Program Overview

The Berkeley Interim Housing Program delivers essential housing services, support, and referrals to homeless individuals and those facing homelessness in Berkeley. The team plays a crucial role in addressing immediate and long-term housing needs through a range of services and provision of emergency shelter with the goal of transitioning to permanent housing.

Position Summary

The role of Program Manager at the Berkeley Interim Housing Program oversees housing location, navigation support, holistic services for participant well-being, and housing sustainability. Leading a dedicated team, the Program Manager ensures effective operations, compliance, and support services to facilitate successful housing transitions.

Essential Duties and Responsibilities:

  • Manage a team of Housing Navigators, Clinical Case Manager, Resident Advocates, and Program Coordinator
  • Collaborate with various teams for facility maintenance and community meals support
  • Oversee staff hiring, training, supervision, and evaluation
  • Manage program finances, reporting, and participant funds
  • Coordinate intake, assessments, and housing case plans
  • Provide resources assistance, case management, and home visits
  • Maintain data records, monitor housing markets, and liaise with landlords
  • Develop partnerships, deliver presentations, and participate in community meetings
  • Ensure emergency preparedness, attend housing-related meetings locally and regionally
  • Act as the agency's representative in housing team partnerships
  • Drive to field sites and program locations as necessary, supporting timely service delivery
  • Adhere to agency policies, health, and safety practices
  • Complete timesheets accurately and promptly
  • Embrace Insight Housing's Code of Conduct and perform assigned tasks efficiently

Qualifications, Skills, and Abilities

  • Bachelor's degree in Social Services or related field
  • Minimum 2 years of relevant experience
  • Prior supervisory experience is an advantage
  • Commitment to serving homeless populations
  • Familiarity with best practices in housing support and mental health care
  • Proficient in Microsoft Office and HMIS
  • Strong communication, interpersonal, and crisis intervention skills
  • Ability to work independently, maintain confidentiality, and meet deadlines
  • Professionalism and flexibility in approach

Special Requirements

  • Valid California driver's license and reliable vehicle
  • Clear criminal and credit records

Physical Requirements

  • Manual dexterity, mobility, and ability to lift up to 50 lbs
  • Ability to stand, walk, sit, climb, talk, hear, and see
  • Capacity to stoop, kneel, or crouch as needed
