Regular, Full-Time, RCUH Non-Civil Service position with the Office of the Vice President for Research and Innovation (OVPRI) performing project tasks under the applicable cooperative agreement for the U.S.

Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located on the island of O

  • ahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY:
$6,240.66/Mon

DUTIES:


The primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies.

Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides.

Majority of tasks take place on Army lands. Works independently to direct and manage the OVPRI/Army Natural Resources Program on O?ahus (ANRPO) animal programs. Directs, supervises, facilitates, and assigns work to ANRPO staff.

Ensures programs meet goals for the Makua Implementation Plan (MIP) and O?ahu Implementation Plan (OIP), and keeps the Army in compliance with Biological Opinions.

Develops and supports animal program biologists by facilitating contracts, research, discussion, and aligning goals and actions. Oversees the development of conservation practices through research, trials and observations to guide ANRPO animal management strategies and actions. Oversees data management (including ANRPO database and GIS) for animal programs. Collaborates with ANRPO Natural Resource Conservation Manager to plan stabilization actions. Organizes ANRPO staff committees to develop experimental design for research projects related to animal programs. Coordinates with Biologists, Specialists, Team Supervisors, and other staff to ensure production of the year-end report. Contributes to Section 7 Consultation with the U.S. Fish and Wildlife Service (USFWS). Works with partner agencies to plan conservation strategies that further the cooperative agreement. Reports on progress in published reports and via oral presentations to groups, including the U.S. Fish and Wildlife Service (USFWS), the Army Biologist and Natural Resource Manager, other partners, and ANRPO managers. Plans educational training for staff. Requires riding in helicopters and driving off-road. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor's Degree from an accredited four (4) year college or university in Biological Science, Natural Resource Management, Geography, Environmental Science with basic or related biology courses, or a related field.


EXPERIENCE

Four to six (4-6) years of experience in natural resource management of biological resources, including two to four (2-4) years of experience in rare or invasive animal management.

Experience must also include two to four (2-4) years of supervisory or team leadership/oversight experience . Attendance in supervisory training programs.

Experience needs to be well-documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.

Experience in networking and collaborating with diverse groups.

KNOWLEDGE
Knowledge of rare animal management, strategies, monitoring, tools, and techniques. Knowledge of Hawaiian rare animal resources (snails, birds, bats
, and insects). Knowledge of animal threats (ungulates,
small vertebrates, slugs, and
arthropods) and control
and monitoirng techniques (fencing,
, toxicants
, tracking tools, and remote sensing). Proficient knowledge of trial design and experimental principles. Proficient knowledge of natural resource conservation techniques
, including rare plant management and control of invasive vegetation. Proficient knowledge of the endangered species act. Knowledge of computer programs which aid in the organization and implementation of projects. Knowledge of management principles including but not limited to supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.
