Function

Summary

The Engineering Services Supervisor role is within the Right-of-Way Section of Charlotte Department of Transportation's Development Services Division. Responsibilities include handling various Right-of-Way agreements and supervising staff, with a strong focus on inter-departmental and public coordination.

Major Duties and Responsibilities

  • Processes abandonment petitions, conducts research, and tracks submittals in accordance with departmental procedures.
  • Performs daily deed, ordinance, and document research.
  • Coordinates and tracks encroachment requests, conducts field investigations.
  • Responds to inquiries and coordinates with various departments and outside agencies.
  • Conducts field investigations, ensures compliance with ordinances, and evaluates existing conditions.
  • Collaborates with other agencies as needed.
  • Performs additional duties as assigned by management.

Knowledge, Skills & Abilities

  • Knowledge of civil engineering and traffic engineering principles, codes, and ordinances.
  • Ability to establish and maintain relationships with co-workers, agencies, contractors, and the public.
  • Proficiency in researching and interpreting various documents.
  • Ability to prepare presentations, facilitate meetings, and communicate effectively.
  • Strong data analysis skills and ability to manage multiple tasks.
  • Effective verbal and written communication skills.
  • Valid driver's license required.
  • ADA and other sensory requirements as per job demands.
  • Physical conditions include prolonged sitting, standing, and light to moderate lifting.
  • Working conditions involve indoor office settings with exposure to various environmental conditions.

Preferred Qualifications

  • Experience in civil engineering, real estate, or real property law.
  • Proficiency with ArcGIS or similar software.
  • Experience interacting with City Council.

Minimum Qualifications

All relevant experience must be demonstrated on the application; 'See resume' will not be considered.

Successful candidates will have at least a High School Graduation or Equivalent and five years of relevant work experience, an Associate's Degree and three years of relevant work experience, or a Bachelor's Degree and one year of relevant work experience.
