The San Francisco Municipal Transportation Agency (SFMTA or the agency) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the citys transportation network.?The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit,?parking and curb management, street operations, walking, and taxis.

The Transit Priority Team is a dynamic, fast-paced, and innovative team delivering projects that improve reliability on San Franciscos busiest transit corridors. These projects are part of Muni Forward, a transformative program that is making the citys transit system more efficient, reliable, and equitable. The team has implemented 80 miles of Muni Forward transit priority upgrades since 2014, with an ambitious set of new projects planned in the years ahead.

The 5290 Transportation Planner IV will play a key role in implementing Muni Forward by managing, planning and implementing street design projects that reduce transit travel times and improve reliability. This position will lead a matrix team of planners, engineers and communication experts in project design, environmental review and outreach that ultimately culminates in SFMTA Board approval and implementation. The ability to navigate complex political and outreach environments and a strong commitment to public transportation are essential to delivering these improvements.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

+ Develops, plans, implements, and evaluates transit priority projects that improve efficiency, enhance the customer experience and improve safety on the transit network.

+ Manages several direct reports and oversees all areas of job duties, including developing work plans, mentoring and providing work product oversight.

+ Coordinates and provides direction to a matrix team of engineers, planners, and communications staff.

+ Tracks the progress and status of Muni Forward transit priority improvements.

+ Develops reports based on key metrics that translate the progress and impact of Muni Forward to various stakeholders including, but not limited to, project funding partners.

+ Prepares materials for public and stakeholder meetings and presents to various community and policy making groups.

+ Actively represents Muni in the planning, coordination, and implementation of projects from other divisions or City agencies that may affect transit reliability.

+ Prepares correspondence in response to public or other agency inquiries.

+ Analyzes and evaluates transit data and information such as on-time performance, ridership, schedules, and collision data.

+ Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

1. Possession of a Master's Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or other closely related field; AND four (4) years of transit planning and/or transportation experience; OR

2. Possession of a baccalaureate degree from an accredited college or university preferably in Transportation, Mass Transit Planning or other closely related field; AND six (6) years of transit planning and/or transportation planning experience.

Substitution:

Additional transit planning and/or transportation planning experience beyond the Minimum Qualifications may be substituted for the educational requirement on a year-for year basis.

Additional post-graduate education as described in item 1 of the Minimum Qualifications may be substituted for required experience on a year-for-year basis (30 semester units/45 quarter units equal one (1) year of experience).

One (1) year full-time experience is equivalent to 2000 hours hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

DESIRABLE QUALIFICATIONS:

+ Project and people management experience and leadership skills.

+ Experience planning transit priority projects that improve transit speed and reliability.

+ A strong sense of advocacy for public transportation.

+ Experience in complex outreach and stakeholder engagement.

+ Strong written and verbal communication skills.

+ Strong data analysis skills, as well as the ability to analyze complex problems.

+ Familiarity with the Muni transit network and with San Franciscos multimodal transportation network in general.

+ Ability to work in a time-sensitive environment and respond quickly and effectively to unanticipated circumstances.

+ Demonstrated ability to take initiative, work independently, collaboratively, professionally, and be a team player while balancing a challenging workload.

+ Strong familiarity with Microsoft Word, Excel and PowerPoint.

+ Strong familiarity with Geographic Information Systems or Adobe Illustrator.

+ Ability to communicate fluently in Spanish and/or Chinese.
