Job Description Summary
Under the supervision and direction of the Family & Community Partnership Manager, a Family Service Specialist supports the parent's role as the primary educator of their child. Promote school readiness and family wellness through parent/family and community engagement. Promote parents as leaders and advocates, learners, educators, and decision-makers. Build trusting relationships with families and implement the family partnership process.
12 month, full-time, benefited position with paid vacation.
Responsibilities
ESSENTIAL JOB RESPONSIBILITIES: PERFORMANCE INDICATORS
Family Support
- Welcome families into the program and share information about transitioning into Head Start.
- Contact new applicants within 2 weeks. Verify eligibility for the program and record selection criteria.
- Complete enrollment appointment.
- Complete and document Family Needs Assessment, Health Assessment and ASQ.
- Assist families in the development of Family Partnership Goals and complete necessary follow up.
- Initiate and document Family Partnership.
- Provide individualized support (Home visits, referrals, etc)
- Assist families with transitions from EHS and Pre-school classrooms to next steps (for example: Kindergarten).
- Complete end of year transition visit.
- Identify and provide resiliency support to Tier 3 and Top Tier Families.
- Provide targeted interventions using the EOUHS Family Service Pyramid Model.
- Provide recommendations and referrals for relevant community resources.
- Maintain contact with families i.e. - phone calls, text messages, Parent Square, group activities, home visits, and classroom visits to promote partnership and provide for regular communication.
- Provide information about Head Start health and nutrition requirements: support families in completing dental, health, immunization, nutrition, vision and hearing screenings.
- Promote family literacy and parenting education.
- Work flexible hours to meet the needs of families.
- Work with parents to establish and maintain regular attendance for their child.
- Participate in recruitment efforts/activities.
- Coordinate parent meetings, assisting parents in taking the leadership role.
- Actively encourage parents to participate in the program i.e. parent meetings, field trips, policy council and classroom help.
- Provide content for parent newsletter, memo and flyers as needed.
- Advocate and collaborate with community agencies to support child, family and agency outcomes.
- Support the delivery of evidence-based parenting workshops.
- Support the teachers in hearing and vision concerns and follow up.
- Support teachers in developmental screening concerns and follow up.
- Document and track follow-up needs with, dental, health, immunization, nutrition, vision and hearing screenings.
- Document all significant parent contacts as described in the Family Service Staff Handbook.
- Maintain ongoing communication with Family and Community Partnership Manager.
- Meet bi-weekly with the teaching staff in order to share relevant home information and gain information regarding child performance in the classroom.
- Attend team meetings and trainings.
- Maintain open and ongoing lines of communication within the direct service team (ie; Teacher, Family Service Specialist, Teaching Assistant, EHS Home Visitors), with enrolled families, with consultants and service providers, and with appropriate managers.
- Participate in program assessment, planning and development.
- Report and document child abuse.
Minimum Qualifications
KNOWLEDGE / SKILLS / EXPERIENCE REQUIRED
Education: Either of the following required:
- Bachelor's Degree in Social Work, Human Services, Sociology, Psychology or related field that includes coursework in the principles of social work, child development, counseling, and or psychology.
- Associate's Degree in Social Work, Human Services, Sociology, Psychology or related field that includes coursework in the principles of social work, child development, counseling, and or psychology.
- SSCBT (Social Service Competency Based Training) Certification.
All of the following preferred:
Minimum of two years experience in family social services setting preferred, including knowledge and experience relating to community resources for referrals to families in need of services.
Knowledge/Skills/Experience using a trauma sensitive approach to family interventions. Ability to set and maintain professional boundaries with families. Knowledge of early childhood education and intervention preferred.
Multi/bilingual applicants encouraged to apply.
Keyboarding skills, computer literacy and familiarity with various applications such a database, word processing, e-mail and internet. Excellent written and verbal communication skills.

Program Requirements
- Current enrollment on the Oregon Child Care Division Criminal History Registry, an initial periodic health examination and re-examination, as recommended by my healthcare provider that includes screeners or tests for communicable diseases, as appropriate.
- Completion of Orientation Checklist and required trainings.
- Presentation of the following documentation is required at the time of hire:
- Valid Oregon Driver's License
- Work authorization documentation is necessary to verify identity and eligibility to work in the United States as required by the Federal Government. Eastern Oregon University Head Start does not sponsor applicants for employment visas.
- Proof of enrollment in Oregon Child Care Division Criminal History Registry.
- Approval to work based on an initial health examination that includes screeners or tests for communicable diseases, as appropriate.
- The following documentation must be provided within 30 days of hire:
- Pediatric CPR/First Aid certification.
- Oregon Food Handler's Card.
- 40 hours per week (varies slightly depending on work load). 12 month position.
- Status: Exempt. Eastern Oregon University Benefit Package available.
- Reports to Family and Community Partnership Manager.
