This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the
NY HELPSProgram, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At this time, agencies may recruit and hire employees by making temporary appointments.

In May 2024, if a temporary
NY HELPSemployee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPSwill have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a
NY HELPStitle, employees may take part in any promotion examination for which they are qualified.

The qualifications are:

  • Licensed and currently registered by New York State as a Licensed Master Social Worker (LMSW) or Licensed Clinical Social Worker (LCSW).

MINIMUM QUALIFICATIONS:


Reassignment:
Candidates must have one year of permanent competitive or 55b/c service as a Licensed Master Social Worker 1.

Section 70.1 Transfer:

Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Candidates must also possess current registration by New York State as a Licensed Master Social Worker or Licensed Clinical Social Worker (LCSW) to qualify for transfer.


Preferred Qualifications:
Preference will be given to candidates who also possess:

  • The ability to communicate through ASL/Sign Language or willingness to learn;
  • Experience working with special needs students, particularly students who are deaf or hard of hearing;
  • Experience working as a member of a related-services or educational team.

Duties Description The New York State Education Department's School for the Deaf is seeking candidates for a Licensed Master Social Worker 1 position.

The incumbent will work with students, families, and teachers to solve problems relating to student achievement and mental health, and will manage crisis situations as they arise.

Major duties of this position will include, but are not limited to, the following:

  • Serves as a member of a multidisciplinary team
  • Participate in in-take meetings for new potential students
  • Participate in positive behavior intervention systems (PBIS)
  • Participate in team and MDT/CSE meetings; presents clinical information and observations and provides consultation and assistance to staff in other disciplines
  • Coordinates care and treatment planning for students
  • Secure counseling and/or medical services for students in home district
  • Establishes and maintains professional relationships with community providers and agencies; links students and families to existing services in their community to ensure continuity of care
  • Provide trainings to staff related to field to help further facilitate student support
  • Advocates for students' rights and access to benefits and services to meet their personal and social needs
  • Provides a variety of social work and treatment services to students and families that include:
  • Life skills, vocational and career training, community integration that assists students in achieving maximum participation in school and social activities
  • Providing students with training on how to locate and use outside resources
  • Providing training to parents on issues such as setting goals, managing behavior, establishing family rules, enabling responsibility and assisting with homework to help build independence for their child(ren).
  • Provide individual counseling as mandated on IEP for students ages 3-21
  • Assesses and evaluates student and family needs, strengths and limitations
  • Records significant psychosocial events and/or changes in clinical conditions
  • Alert educational staff to family issues that may impact student's educational progress and behavior
  • Build rapport with families to facilitate home-school communication
  • Monitor patterns of truancy and coordinate support for families struggling with student attendance
  • Provides individual, group and family therapy; crisis intervention, stabilization and follow up services to students who may be a danger to themselves or others
  • Assist families in crisis by securing community services
  • Perform house visits and outside support as needed
  • Develops effective treatment plans in conjunction with students and treatment teams; monitors and evaluates students' progress; and modifies treatment plans or terminates services when appropriate
  • Prepares and maintains documentation and records, including progress notes, observations and recommendations, mental health evaluations and social histories for referrals.

CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments.

Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This will be a 12-month position. Verification of certification will be required at the time of interview for all candidates.

Candidates are required to possess current registration by New York State as a Licensed Master Social Worker or Licensed Clinical Social Worker (LCSW) at the time of hire.

Continued employment as a Licensed Master Social Worker 1 is dependent upon maintaining current registration by New York State as a Licensed Master Social Worker or Licensed Clinical Social Worker (LCSW).

Failure to maintain current registration by New York State as a Licensed Master Social Worker or Licensed Clinical Social Worker (LCSW) will result in removal from employment.

Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment.

Fees associated with this process are at the applicant's expense. Fees associated with fingerprinting do not apply if applicant's fingerprints exist in the NYS TEACH System. The work schedule for this position includes hours of Monday through Friday (7:30am-3:30pm).

This position leads to a maximum salary of $82,656 based on annual performance advances.
