Duties

As a MANAGEMENT AND PROGRAM ANALYST you will be responsible for the following duties:
  • Program Analyst will evaluate mission owner requirements and assist in making decisions.
  • Program Analyst will work with Business Financial Analyst in providing support for processes, procedures, and SOP development.
  • Program Analyst will provide support in evaluating and developing policies, processes, and methods to streamline existing processes.
  • Program Analyst will attend and participate in strategic planning meetings with various stakeholders and external suppliers.
  • Assisting program managers with the development of budgets and schedules as needed.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-11) in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Analyzing and evaluating information to determine compliance with applicable policies, guidelines, regulations and procedures.
  • Utilizing business strategies and program requirements sufficient to perform or direct in-depth evaluations of the technical capabilities and performance of contractors.
  • Delivering clear, effective communication specifically program performance to internal and external customers through various verbal, written, and visual communication methods.
  • Identifying problems and proposing cogent solutions; gathering a wide range of information from multiple sources; accurately, evaluating the information, and identifying appropriate solutions with strengths and limitations.
  • Assisting in Planning, Programing, Budget, and Execution, (PPBE) requirements.
Specifically you will be evaluated on the following competencies:

1.Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

2.Business Analysis - Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development.
