Job Overview

The Procurement Team is looking for a Procurement Legal Advisor (PLA) with proven experience in construction, strong legal skills, outstanding work ethic, genuine interpersonal skills, and strong organizational skills to support Georgetown University Planning and Facilities Management Construction Team (PFM).

The PLA (1) engages with the various stakeholders in PFM, (2) reviews and negotiates construction contracts, (3) provides critical support to the PFM team, (4) facilitates all aspects of procurement for capital projects, and (5) collaborates with PFM's Assistant Directors, Project Managers, Senior Project Managers, and other PLAs or Procurement team members to deliver outstanding service and protect the University from risk.

Core Responsibilities
  • Provide expert guidance to those within the University Community seeking legally binding agreements, with the goal of minimizing risk and liability to the University in accordance with University policy and audit requirements
  • Structure, draft, review, and negotiate contractual language, Master Service Agreements (MSAs), and standardized templates for use across vendors. Develop and maintain library of such standard agreements and terms
  • Engage University stakeholders and suppliers as necessary to ensure efficient services
  • Liaise with review by the University's Office of General Counsel, Risk Management, Tax, Compliance, Planning and Facilities, and Information Services departments, as appropriate, to ensure that contracts are compliant with University policy as well as federal and state laws
  • Utilize legal skills to anticipate and protect the University against legal risks associated with construction and other capital projects
  • Manage all aspects of contract reviews and negotiations for capital projects, including architecture, construction, and other specified commodities
  • Work with the PFM department to ensure the efficient management of capital project budgets
  • Assist with preparing bids and negotiate specifications for materials, equipment, labor, or other capital related purchases for goods and services, securing all necessary approvals and ensuring suppliers are compliant with University's procedures
  • Coordinate routinely with leadership across the University to plan and facilitate procurement for capital projects
  • Stay abreast of and contribute to sourcing and procurement's professional trends and functional innovation particularly around legal and contractual matters
  • Manage day-to-day risk mitigation issues and implement policies and procedures to minimize enterprise risk associated with contracting practices
  • Identify creative solutions to challenges relating to purchasing or general contracting processes
  • Collaborate across the University with leadership and various internal clients
  • Manage, mentor, and coach team members and direct report (s) and ensure efficient processing of contracts and compliance with the University's policies and procedures

Contract Operations
  • Oversee daily operations of contracts for PFM and specific projects assigned
  • Manage all aspects of contract reviews and negotiations for capital projects, including architecture, construction, and other specified commodities
  • Develop and implement strategic procurement management plan for capital projects
  • Work with Planning and PFM and the capital project budget team
  • Identify creative solutions to challenges relating to purchasing or general contracting processes
  • Engage University stakeholders and suppliers as necessary to ensure efficient service


Other Duties
  • Identify and resolve contracting, regulatory, and compliance issues, including responding to audits and investigations
  • Stay abreast of and contribute to sourcing and procurement's professional trends and functional innovation particularly around legal and contractual matters
  • Implement training, SOPs, training workshops for PFM staff
  • Assist in developing and responding to Requests for Proposal (RFPs) and Requests for Qualification (RFQs)
  • Support other PLAs as needed


Work Interactions and Work Mode Designation

Reporting directly to the Director of Procurement Legal Review for Capital Projects, the Procurement Legal Advisor for Construction acts as a liaison between the University and suppliers to ensure all informational and financial needs are met for all contracts. The PLA also works closely with Strategic Sourcing to ensure sourcing aspects are approved prior to submitting an agreement for signature; works with various University stakeholders and interact with outside vendors; and interfaces with the Office of General Counsel to collaborate on legal issues when necessary.

This position has been designated as Hybrid. Please note that work mode designations are regularly reviewed in order to meet the evolving needs of the University. Requirements and Qualifications
  • Bachelor's degree - preference for a law degree from an accredited American Bar Association law school
  • At least 2 to 5 years of experience in construction contract drafting, review and negotiations
  • Extensive experience in legal review of contracts
  • Excellent organizational and communication (interpersonal) skills
  • Legal writing proficiency
  • Ability to participate in significant customer interaction and demonstrate problem-solving abilities
  • Adaptability and willingness to be trained on various technology platforms
  • Aptitude to be proactive, positive, customer-focused, and prioritize multiple deadlines
