Under the direction of the Manager, Finance and Program Control Branch, the incumbent provides budget and program control functions for the Division of Operations and Maintenance (O&M) Headquarters and Field Division programs and organizations.

Program and organizational assignments will vary and are periodically rotated between other analysts in the Program Control Branch. Position requires the incumbent to use considerable independent judgment and initiative. Will occasionally act as the lead analyst for specific projects or processes performed by the Program Control Section.

The incumbent will be expected to perform duties related to the development and deployment of the annual division-wide O&M Support and Capital Outlay Budgets and Bulletin 132 cost estimates; establish and maintain understanding of Water Resources Memorandum (WRM) 65a and Project Initiation Management (PIM) processes; regularly monitor and analyze multiple program and cost center commitments and expenditures against plans and budgets; work with the supervisor and peers as a team to develop and implement new or revised program control processes and procedures that will improve the efficiency and effectiveness of program and Project management in the Division.
