Position Summary: The Specialist Sr. Environmental, Health & Safety is responsible to ensure that LCEC policies and practices comply with all applicable Federal, State and Local regulations in addition to the implementation of organizational EH&S policies and procedures. This includes, but is not limited to, conducting Job Safety Analysis (JSA), field and facilities safety compliance audits, coordinating/ assisting with environmental programs, safety training, developing content and facilitating EHS related meetings, assisting with incident investigations and providing periodic field compliance reports to the Supervisor EHS. The EH&S Specialist's attitude and work ethic will play a key role in driving engagement in the safety culture at LCEC. Professionalism and a genuine desire to help ensure the safety of LCEC team members is essential to the success of this position.

Position Responsibilities

  • Respectfully promote a proactive safety culture at all levels of the organization with a particular focus on employee engagement with safety.
  • Identify needs, develop and coordinate EH&S programs to ensure the organization adheres to applicable Federal, State and Local regulations to include, but not limited to, OSHA and DOT regulations, as well as company policies and safety best practices.
  • Develop and deliver effective EH&S training programs that satisfy legal requirements, eliminates workplace accidents/ incidents and reinforces a safety mindset throughout the organization.
  • Facilitate and conduct EHS training courses, including but not limited to: OSHA, DOT, MUTCD, Corporate EHS, Ergonomics, Hazardous Materials & Waste.
  • Coordinate and conduct safety audits, safety equipment inspections, compliance audits, Job Safety Analysis, risk assessments, root cause investigations and effect countermeasures.
  • Conduct Industrial Hygiene assessments (e.g. ergonomics, air sampling, noise audits etc.) to analyze and interpret data from employees and work environments.
  • Implement environmental programs as directed by the Supervisor EH&S to include ensuring that programs are both functional and compliant with regulatory requirements as well as assist with hazardous waste analysis, inspections and reports. Strong support of wildlife protection permits and required documentation is essential.
  • Ensure safety orientation content is effectively communicated to all employees and visiting contractors.
  • Lead and/or facilitate joint safety committee meetings; educate the committee on safety related best practices; provide practical and technical expertise advice and solutions.
  • Provide emergency response to incidents or potential hazards to include accident investigation and root cause analysis.
  • Strongly support safety program monitoring to include records maintenance and management; scheduling; material distribution, report writing, and safety metrics monitoring and assist in the maintenance of various EHS databases.
  • Maintain effective working relationships with employees, contractors, vendors, and customers at all levels within LCEC. Ensure smooth operations, productive communications, and effective understanding during all interpersonal contacts. Provide current and accurate information to all requesters, courteously and in a timely manner.
  • Strongly support emergency response, storm restoration and business continuity initiatives. Storm Restoration may require a large amount of mandatory overtime hours in order to provide safe and reliable service to LCEC members. Storm Restoration can also require overnight travel when mutual aid is provided to support other electric cooperatives.

Education

  • Bachelor's Degree Occupational Health & Safety, Environmental Health & Safety, Industrial Hygiene, Engineering or related discipline (Required) or
  • An equivalent combination of education, certifications, deep knowledge of electric distribution industry field practices and previous experience delivering safety related training or strongly supporting safety activities will be considered in lieu of a degree.
  • Master's Degree Safety Management or related field of study. (Preferred)

Experience

  • 7+ to 10 Years Safety Professional experience or equivalent combination of related experience and/or training in the utility/electrical industry. (Required)
  • 10+ to 15 Years Safety Professional experience in a utility or electric power industry. (Preferred)
  • 7+ to 10 Years Qualified Electrical Worker training and field experience (Journeyman: Lineman, Meterman, Substation Electrician or equivalent). (Preferred)

Knowledge, Skills, and Abilities

  • Extensive knowledge of OSHA regulations & safety best practices. (Required)
  • Effective communications skills (verbal and written). (Highly Required)
  • Exceptional interpersonal skills. (Required)
  • Demonstrated teaching and presentation skills. (Required)
  • Proficient in MS Office Products to include Word, Excel, PowerPoint & Outlook. (Required)
  • Ability to handle sensitive and confidential information with utmost discretion. (Required)

  • Excellent driving record. (Highly Required)
  • Comfortable speaking publicly. (Required)
  • Documented experience in conducting tailboard meetings, Job Safety Analysis (JSAs), Health & Safety training, compliance audits and writing EHS reports. (Required)
  • Ability to focus and multitask under stringent timelines. (Required)

Licenses and Certifications

  • Driver License, Valid and in State Florida driver's license (or ability to obtain within 30 days of employment. (Required)
  • Possess a recognized Safety Professional designation (e.g., ASP, CSP, CUSP, CSHM). (Preferred)
  • First Aid/CPR/AED Instructor Certification. (Preferred)
  • Fall Protection Competent Person / Equipment Inspector. (Preferred)
