We are advertising 1 vacancy in Chicago (not 1 per location). Additional selectee(s) may be assigned to any OOHRS office with a vacancy. Locations are listed nationally to facilitate SSA IVOL searches. Selectee may work from any of the available locations listed. Selectee must live within 2 hours of a RO, OCO, or HQ. Out-stationing may be available for eligible employees who meet the agency requirements.

Incumbent provides supervision and guidance to a team of Human Resources Specialists, providing authoritative labor relations and employee relations advice and assistance to managers and employees in OOHRS.

For GS-14: Fifty-two weeks of specialized experience at least equivalent to the GS-13 level.
SPECIALIZED EXPERIENCE: Specialized experience is experience directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position. Examples of specialized experience is experience as a supervisor, manager or project leader making presentations at national/regional level meetings, regarding labor and employee relations topics; negotiating memoranda of understanding on complex issues; providing advice, guidance, and training/briefing on labor management relations and employee relations issues, negotiations, alternative dispute resolution, etc; handling third party cases (e.g. serving as a management representative on unfair labor practices, during contract negotiations, implementation or impact bargaining), or before the Merit Systems Protection Board; resolving disputes through mediation, arbitration, alternative dispute resolution, etc.

TYPE OF POSITION: Permanent
Position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.
Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg U) appointments for individuals with disabilities; and time limited appointments for veterans with a compensable service-connected disability of 30% or more. LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

This position is eligible for telework as determined by agency policy.
Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.
